MPR to Publish PPHN Draft Tomorrow, Targets Enactment by 2027

MPR Speaker Ahmad Muzani has announced that the institution will publish the draft of the State Policy Guidelines (PPHN) on Saturday (29/8).

According to Muzani, the publication of the draft is an effort to absorb public aspirations before it is formally taken to the next stage. He said the draft will be uploaded to the MPR’s official website starting at 4 p.m. Western Indonesia Time.

“The MPR leadership together with the Assessment Body and the Constitutional Review Commission, which drafted the PPHN, have agreed that starting tomorrow at 4 p.m., the PPHN draft can be accessed by the public through a page prepared by the leadership or the MPR Secretariat General, the address of which will be conveyed to all of you,” Muzani said at the Widya Chandra complex in Jakarta on Friday (29/8).

Muzani expressed hope that the public will contribute by providing input on the PPHN draft, particularly those with an interest in constitutional affairs, whether from universities, individuals, or organisations.

Muzani stressed that although the PPHN draft has now been finalised in the Assessment Body, the MPR will still accept public input. He is targeting the PPHN to become a legal product by 2027.

“God willing, next year it can hopefully become a legal product. We are continuing to work on this legal product through increasingly intensive studies among ourselves,” he said.

Muzani said the legal product option for the PPHN has now narrowed to an MPR Decree (TAP MPR), from two other options: through a law and through a constitutional amendment.

However, the TAP MPR option for regulating the PPHN currently faces legal consequences. This is because the MPR’s authority to issue TAPs has been limited since the constitutional amendment in 2002. As a result, the option of regulating the PPHN through a TAP MPR would require changes through a limited amendment.

Muzani added that the MPR will therefore continue to open forums to absorb aspirations. According to him, the PPHN is a concept that transcends presidential terms.
