MPR Submits PPHN Concept to Prabowo, Hopes It Soon Becomes Binding Law

People’s Consultative Assembly (MPR) Speaker Ahmad Muzani announced that the body has discussed the State Policy Guidelines (PPHN), a mandate from the MPR’s 2019 leadership. Muzani expressed hope that the PPHN will become a legal product, resulting in a binding concept.

‘We also discussed the state policy guidelines, the draft of which we have submitted to the president. As a concept, this is encouraging, because the state policy guidelines have been discussed for quite a long time and this is a mandate from the MPR leadership from 2019 to 2024, completed in the current period,’ Muzani told reporters at the parliament complex in Senayan, Jakarta, on Wednesday (5 August 2026).

Muzani said the MPR submitted the PPHN concept to President Prabowo Subianto on 3 August 2026. He hopes the PPHN can become a binding legal product in the future.

‘We submitted the concept when we met the president on 3 August. In the explanation, we conveyed to colleagues that, in principle, the president received the guidelines well and hopes they will soon become a legal product,’ he stated.

Nevertheless, internal MPR discussions are still debating the specific legal product in question. He described the PPHN as a guide for achieving national goals.

‘The debate and discussion in the joint meeting earlier was about what legal product can be used to establish these state policy guidelines as a binding product,’ Muzani said.

‘PPHN is a philosophical compass for our statehood, to ensure compliance by all state institutions in managing public trust, the people’s trust in the state. This is our guidance in achieving our national goals. Therefore, this is not a technical guide for our statehood,’ he added.

He wants the PPHN to become a legal product without much further delay. The formulation of the PPHN, he said, involved all community groups.

‘That was also conveyed by the leaders of the factions and the Regional Representative Council group, so that it does not take too long to become a legal product. And we are mindful that we must involve stakeholders with an interest in this. Not just the factions, but also community groups must be involved,’ he said.

In a separate meeting, MPR Deputy Speaker Bambang Wuryanto, also known as Bambang Pacul, said the establishment of the PPHN is urgent for national development, to prevent it from deviating from the established fundamental lines. Bambang Pacul said the MPR and the government are still seeking the appropriate legal umbrella for the PPHN.

‘Whether it is an amendment, as you mentioned, whether it becomes an MPR Decree, whether it is a law, and so on. There is a hierarchy of laws to consider,’ Pacul said.
