MPR Speaker Reveals Prabowo Wants PPHN Regulated Through MPR Decree
MPR Speaker Ahmad Muzani has revealed that President Prabowo Subianto wants the State Policy Guidelines (PPHN) to be regulated through an MPR Decree (TAP MPR).
The TAP MPR option has narrowed from two other alternatives that had previously emerged: a constitutional amendment and a law.
“The President at that time conveyed his view to us that because this is a draft prepared by the MPR, it should be formulated in the form of a TAP MPR,” Muzani said at a press conference in the Widya Chandra complex, Jakarta, on Friday (28/8).
He explained that the amendment option was considered because the other option through a law falls within the domain of the government, or the President and the DPR.
However, the TAP MPR option for regulating the PPHN currently faces legal consequences. This is because the MPR’s authority to issue decrees has been restricted since the constitutional amendment in 2002. As a result, the option of regulating the PPHN through a TAP MPR would require changes through a limited constitutional amendment.
The MPR, Muzani continued, will therefore still open forums to gather public input. According to him, the PPHN is a concept that transcends presidential terms.
“Although this is a final draft, we remain open to the public because we feel that the views and thoughts of the public must still be heard after this has become a complete draft in our view,” he said.
