MPR RI Hosts National Seminar on Alternative Regional Financing
This aligns with the constitutional mandate in the 1945 Constitution of the Republic of Indonesia, which grants local governments the authority to regulate and manage government affairs, including local financial management. Since regional autonomy was widely implemented in 2001, local governments have been encouraged to be more independent in financing development and public services.
However, in practice, most Regional Revenue and Expenditure Budgets (APBD) still rely on central government transfer funds such as General Allocation Funds (DAU), Special Allocation Funds (DAK), and Revenue Sharing Funds (DBH). Therefore, municipal bonds are considered a strategic alternative to strengthen regional fiscal capacity while encouraging public participation in local public investment.
The topic of municipal bonds will be discussed at the National Seminar titled ‘Municipal Bonds as One Alternative for Regional Financing and Public Investment Instruments’ organised by MPR RI in Palembang on Tuesday, 19 May 2026.
This event is intended as a discussion forum for various stakeholders to deepen understanding of the opportunities, challenges, and strategic steps for implementing municipal bonds in Indonesia.
Municipal bonds are seen not only as a means of financing development but also as public investment instruments that involve community and financial institution participation in regional development.
Another objective of this National Seminar is to enhance the understanding of local governments, legislatures, academics, and the public regarding the concept and mechanisms of municipal bonds. Additionally, the event aims to encourage public and investor participation in local public investment through capital market instruments.
The event will feature several speakers from various institutions, ranging from government, academics, regulators, to the financial sector. The keynote speech will be delivered by Member of the Supreme Audit Agency (BPK RI), Bobby Adhityo Rizaldi.
Attending speakers include Chairman of the Golkar Party Faction in MPR RI, Melchias Markus Mekeng; Director General of Regional Financial Development at the Ministry of Home Affairs, Agus Fathoni; Chairman of the Doctoral Programme in Economic Sciences at Sriwijaya University, Prof. Didik Susetyo; Head of the Department of Issuer Assessment, Public Companies, and Financial Derivatives and Carbon Exchange Licensing at OJK, I Made Bagus Tirthayatra; and Director of Finance and Treasury at Bank NTT, Heru Helbianto. The event will be moderated by Aline Wiratmaja.
This National Seminar on Municipal Bonds will take place on Tuesday, 19 May 2026, from 09:00 to 13:00 WIB at Aston Palembang Hotel & Conference Centre.
