MPR Reveals 3 Legal Options for State Policy Guidelines After Meeting President

The People’s Consultative Assembly (MPR) has opened three legal umbrella options for the State Policy Framework (PPHN), which has now entered the finalisation stage at the Assembly’s Assessment Body.

Deputy Speaker of the MPR, Bambang Wuryanto, said the matter was discussed during a meeting with President Prabowo Subianto some time ago.

“So, where should the legal umbrella and its regulations be placed? That is what was consulted recently,” said Bambang, familiarly known as Pacul, at the parliamentary complex on Wednesday (5/8).

He said the three options are: PPHN being incorporated into the 1945 Constitution, which would require an amendment; PPHN being established through an MPR Decree (TAP MPR); or PPHN being established through a law, which would require formulation between the government and the House of Representatives (DPR).

At present, Pacul continued, the MPR is simply waiting for the government’s response to the results of the MPR’s study. The government, he said, will later provide input or revisions.

“But as far as the MPR is concerned, it is finished. The MPR’s part is done; it is now up to the government to give its opinion,” he said.

“Of course, there may be content that the government needs to add or revise, and so on. Those are the broad outlines,” Pacul added.

However, he believes the process will not be completed in the near future. Later, Pacul said, the government will draw up a problem inventory list (DIM) and submit it to the MPR.

“The government will certainly draw up a DIM first, won’t it? Draw up a DIM first, that’s how it is. Only what can be responded to will be responded to by the President, but overall we wait,” he said.
