MPR Explores Regional Bonds as an Alternative Financing Source for Development
The need for development financing in the regions continues to increase in line with various strategic programmes run by local governments, ranging from infrastructure development and improving the quality of public services to developing the economic sector. Amid these needs, local governments are required to have diverse sources of financing so that development can proceed sustainably and not rely solely on the Regional Revenue and Expenditure Budget (APBD).
One alternative that can be utilised is regional bonds. According to the official website of the Ministry of Finance, regional bonds are debt securities issued by local governments through a public offering in the capital market. The funds obtained from the issuance are used to finance public sector investment activities that fall under the authority of the local government, providing benefits to the community while potentially generating revenue for the region.
The Directorate General of Fiscal Balance at the Ministry of Finance also explained that regional bonds are a form of medium- to long-term regional loan that can be used to support development financing. Through this instrument, local governments have the opportunity to strengthen their fiscal capacity while promoting more productive and sustainable development.
Furthermore, regional bonds not only benefit local governments as a source of funding but also open up opportunities for the public to participate in development through public investment instruments. Therefore, understanding the opportunities, challenges, and governance of implementing regional bonds is an important topic for ongoing discussion.
This discussion will be the focus of an MPR RI seminar titled ‘Regional Bonds as an Alternative for Regional Financing and Public Investment Instruments’. Through this forum, stakeholders will exchange views on the potential of regional bonds as a financing option for development as well as an investment instrument that can drive regional economic growth.
During the forum, speakers will discuss various perspectives on regional bonds, ranging from policy aspects and financing to support for regional development and implementation opportunities in Indonesia. The forum is also expected to provide a more comprehensive understanding of how regional bonds can become a financing instrument that supports sustainable development while expanding public participation through investment.
