MPR Deputy Speaker Urges Strengthening of Protection System for Vulnerable Groups

Jakarta (ANTARA) — Deputy Speaker of the People’s Consultative Assembly (MPR RI) Lestari Moerdijat has urged the strengthening of protection systems for all citizens, especially vulnerable groups, through the consistent implementation of regulations on the prevention and handling of sexual violence.
In a statement issued in Jakarta on Sunday, Lestari Moerdijat stressed that the implementation of the Sexual Violence Crimes Law (UU TPKS) and Government Regulation Number 30 of 2025 must run consistently, from law enforcement and victim recovery through to community-based prevention.
“We must ensure the implementation of the TPKS Law and PP 30/2025 runs consistently across all lines. Do not let the perpetrators continue to run rampant and destroy the foundations of our humanity,” she said.
She also urged law enforcement officials to take firm action against the perpetrator of sexual violence against an elderly woman in Grobogan Regency, Central Java.
“The case of sexual violence against an elderly person in Grobogan is clear proof of the failure to protect the most vulnerable group. The legal process for this case must run to the fullest and serve as a deterrent,” said the member of Commission X of the House of Representatives (DPR RI).
The incident occurred on Monday evening (29/6) and came to light after the victim’s family returned home and caught the perpetrator in the act. The victim, who was alone at the time, was subjected to violence and threats that left her helpless.
Grobogan Police Chief AKP Sunarto stated that the perpetrator has been charged under Article 473 paragraph (1) of the Criminal Code, which carries a maximum prison sentence of 12 years.
Rerie, as Lestari is familiarly known, viewed the case as a crime against humanity reflecting moral and social decay, meaning it cannot be resolved solely through law enforcement.
According to her, the government and all stakeholders also need to identify the root causes so that a culture of violence can be prevented and the elderly can receive better protection.
Meanwhile, data from the National Commission on Violence against Women (Komnas Perempuan) recorded 191 cases of violence against elderly women in 2023. As many as 100 of these cases occurred in the domestic sphere and involved people close to the victims.
Lestari believes these figures likely do not reflect the true situation, as many cases go unreported due to trauma, dependency, and victims’ low levels of trust in the justice system.
She therefore urged the government to carry out an evaluation and strengthen the protection system for vulnerable groups so that similar cases do not happen again.
