MPR and Constitutional Court Sign MoU on Ruling Copies
The Chairman of the People’s Consultative Assembly (MPR), Ahmad Muzani, stated that his institution has signed a Memorandum of Understanding (MoU) with the Constitutional Court.
The MoU, signed alongside the Chief Justice of the Constitutional Court, Suhartoyo, pertains to the MPR’s request to obtain copies of every court ruling.
“Among many other things, the MPR will request clarifications from the MK when deciding on various rulings,” said Muzani following a National Silaturahmi meeting with the leadership of the MK on Wednesday, 8 July 2026.
He continued, noting that the request for copies of rulings and clarifications would relate to legal challenges, specifically regarding the 1945 Constitution. However, regarding the request for clarification, not all MPR members will provide statements concerning the rulings.
According to Muzani, requests for clarification regarding lawsuits could also be handled by the legislative body, namely the House of Representatives (DPR), particularly concerning the interpretation of law challenges.
“However, if it directly relates to the interpretation of the constitution, then the MPR will provide the clarification,” said the Gerindra Party politician.
Regarding this MoU, the Court has outlined various perspectives, particularly concerning constitutional amendments. However, he noted that, in principle, the Court stated it leaves the decision-making regarding constitutional amendments entirely to the MPR, considering the MPR is the authorised institution.
“The MK stated it will not interfere with the MPR’s authority. But, once an amendment has been implemented, it becomes the responsibility of the MK to interpret, understand, and safeguard the amendment ruling,” he said.
According to observations at the location, the meeting between the leadership of the MPR and the Court was held behind closed doors and lasted approximately 120 minutes. According to Muzani, the Court was represented by the Chief Justice, Deputy Chief Justice, and several Constitutional Judges.
On the MPR side, Muzani was accompanied by Deputy Chairmen Hidayat Nur Wahid, Rusdi Kirana, and Edhie Baskoro Yudhoyono, as well as the Secretary General of the MPR, Siti Fauziah.
