MPR and Constitutional Court Sign MoU on Ruling Copies

People’s Consultative Assembly (MPR) Chairman Ahmad Muzani announced that his institution has signed a memorandum of understanding (MoU) with the Constitutional Court. The MoU, signed with Chief Justice Suhartoyo, pertains to the MPR’s request to obtain copies of every court ruling. “In many cases, the MPR will request information from the Constitutional Court regarding its decisions on various rulings,” Muzani said after holding a National Gathering with the Constitutional Court leadership on Wednesday, 8 July 2026. He added that the request for copies of rulings and information will relate to judicial reviews, particularly concerning the 1945 Constitution. However, the MPR will not provide testimony on all rulings. According to Muzani, requests for information related to judicial reviews can also be conducted with the law-making body, the House of Representatives (DPR), especially regarding the interpretation of legal challenges. “But if it directly relates to constitutional interpretation, then the MPR will provide the testimony,” the Gerindra Party politician stated. Regarding the MoU, the Constitutional Court has outlined various views, particularly concerning constitutional amendments. However, he said that in principle, the Court stated it fully defers to the MPR regarding decisions on constitutional amendments, considering the MPR is the authorised body. “The Constitutional Court stated it will not interfere with the MPR’s authority. However, if an amendment is made, it becomes the Court’s responsibility to interpret, understand, and safeguard the amendment ruling,” he said. Based on Tempo’s observation, the meeting between the MPR and Constitutional Court leadership was held behind closed doors for approximately 120 minutes. According to Muzani, the Court was represented by its chief justice, deputy, and several constitutional justices. Muzani was accompanied by MPR Deputy Chairpersons Hidayat Nur Wahid, Rusdi Kirana, and Edhie Baskoro Yudhoyono, as well as MPR Secretary General Siti Fauziah.
