MPR and Constitutional Court Leadership Discuss Annual Session and Constitutional Interpretation

The leadership of the People’s Consultative Assembly (MPR) and the Constitutional Court (MK) held a national gathering at the Constitutional Court building in Jakarta on Wednesday (8/7). MPR Chairman Ahmad Muzani, accompanied by Deputy Chairmen Rusdi Kirana, Hidayat Nur Wahid, and Edhie Baskoro Yudhoyono, was received by MK Chairman Suhartoyo, Deputy Chairman Saldi Isra, and other constitutional justices. The two-hour meeting discussed strategic issues, including preparations for the MPR Annual Session ahead of the 81st anniversary of Indonesian independence and strengthening inter-institutional coordination in safeguarding the constitution.

Following the meeting, MPR Chairman Ahmad Muzani stated that the visit marked the beginning of a series of national gatherings with state institutions. He explained that the MPR and the Constitutional Court have distinct but complementary constitutional authorities: the MPR is authorised to amend the 1945 Constitution, while the Constitutional Court interprets it through its rulings. Both institutions agreed to respect the boundaries of their respective authorities without interfering in each other’s internal affairs, while committing to enhanced communication and coordination to ensure constitutional interpretation remains aligned with the spirit of its formation.

Muzani elaborated that under an existing Memorandum of Understanding, the Constitutional Court provides copies of its rulings to the MPR, and coordination is strengthened in cases directly related to constitutional interpretation. In such cases, the MPR may be asked to provide information, whereas for judicial reviews of legislation, the DPR and the Government remain the parties responsible for providing testimony. The discussion also touched on the discourse of amending the 1945 Constitution, with the justices offering views and input while fully respecting the MPR’s authority to decide on any amendments. The MPR leadership is scheduled to continue its national gatherings with other state institutions, including the Supreme Court and the President, as part of preparations for the Annual Session.
