Jakarta (ANTARA) - Member of Commission I of the House of Representatives (DPR), Oleh Soleh, has requested the Indonesian National Armed Forces (TNI) and the National Police (Polri) to take decisive action against the perpetrators of the shooting of three civil servants serving in Jayawijaya Regency, Papua Highlands.

In a statement in Jakarta on Friday, Oleh Soleh expressed his condolences to the victims’ families, while emphasising that such acts of violence are humanitarian tragedies that must not be allowed to recur.

“I am deeply saddened and concerned by this incident. Three government employees, while performing their duties, have become victims of violence. The TNI and Polri must move quickly to investigate this case and take firm action against the perpetrators,” he said.

He requested that the investigation be conducted professionally to uncover the perpetrators, their networks, and the motives behind the shooting.

Furthermore, he stated that law enforcement must be carried out firmly while still upholding the protection of civilians.

Oleh Solet stated that the state must not provide any space for armed groups to commit violence against the community. According to him, this incident should serve as a momentum to strengthen government efforts in thoroughly eradicating armed criminal groups (KKB) in Papua.

“They have repeatedly committed acts of violence and murder. The state must not remain in a reactive position every time there are casualties,” he said.

He added that handling the KKB is not enough if done partially or on a case-by-case basis. The government, alongside the TNI and Polri, needs to develop a comprehensive strategy with clear targets, stages, indicators, and evaluations.

Such a long-term strategy is necessary to create security and ensure that the people of Papua can live lives that are safe and dignified.

“There must be a roadmap for the eradication of the KKB in Papua so that the state’s actions do not only emerge when a case occurs. If the handling is only partial, similar cases will continue to recur,” he said.

The shooting occurred while a delegation from the Jayawijaya Regency Agriculture Office was travelling back to Wamena after delivering food aid in the form of livestock to the community in Kimbim Village, Asologaima District, on Wednesday (9/9).

The group was intercepted in Muliama District, approximately 20 kilometres from Wamena. A total of three civil servants lost their lives in the shooting: Aprida Rapi, Alfonsius Albinus Meha, and Willi Mbuik.

Head of Operation Damai Cartenz 2026, Inspector General Faizal Ramadhani, stated that based on preliminary investigations, the perpetrators are suspected to belong to the KKB Kodap III Ndugama. However, authorities are still conducting further in-depth investigations.
