The Coalition for Clean Air has issued an evaluation saying the city of Jakarta needs about 150 - 200 workshops for the implementation of a motorized vehicle emission test, given that there are about 1.5 million private motorized vehicles in Jakarta today. (Tempo Interaktif, Feb. 2)
What does the Jakarta city administration think of the present vehicle inspection test? Corruption has rendered this inspection test useless. Public vehicles that actually do not pass the test can get an inspection certificate and run about all over the city, pumping out air pollution.
I think an emission test will also become a source of corruption. What will eventually happen is that a car owner will have to spend a lot of time and energy but get nothing in return.
The government has launched its "Blue Sky" campaign but then raised sharply the price of lead-free Pertamax. As a result, this excellent program has lost its usefulness.
