MLFF Trials Continue, Touchless Toll Payments Set to Take Effect Soon
The government is once again pushing for the acceleration of the touchless toll payment system, known as Multi Lane Free Flow (MLFF), after it experienced stagnation. Comprehensive trials are now being prepared to ensure the system is fully ready for use on Indonesia’s toll roads. Head of the Toll Road Regulatory Body (BPJT), Wilan Oktavian, revealed that the continuation of the MLFF project follows recommendations from the Financial and Development Supervisory Agency (BPKP) at the end of last year. “This is because there were previously two differing claims, where BPJT or BUJT stated that the system had not succeeded, while Roatex stated that the system had succeeded,” said Wilan Oktavian in his statement on Thursday (2/4/2026). As a follow-up, BPJT along with relevant parties is planning a re-trial on an end-to-end basis. This means the entire system flow will be tested comprehensively. Wilan also said that the trial stages are already being prepared and will begin with pre-trials in the near future. In this phase, Roatex is obligated to prepare the Terms of Reference (TOR) as a guideline for the testing implementation. Subsequently, the second stage of functional testing will be conducted to complete the readiness of the toll road infrastructure. Once all aspects are deemed ready, the comprehensive pre-trial will then be carried out. “For the implementation timeline target, the principle is the sooner the better,” said Wilan. The project is being handled by the Hungarian technology company Roatex Ltd. through its subsidiary PT Roatex Indonesia Toll System (RITS), with funding amounting to US$300 million or approximately Rp4.65 trillion. If this trial runs smoothly, MLFF is expected to become a solution to alleviate queues at toll gates and improve transaction efficiency on the nation’s toll roads.
