MLFF Barrier-Free Toll Project Still Unrealised, Investor Speaks Out
PT Roatex Indonesia Toll System (RITS), the implementing body for the Multi Lane Free Flow (MLFF) touchless toll transaction system, has spoken out regarding the continued delays in its realisation. As of mid-2026, the touchless toll payment system has yet to operate commercially, even though the cooperation contract with the government has been in place for more than four years.
Renaldi Utomo, Director of PT RITS, explained that the company first received its work order (SPK) on 15 March 2022. Under that policy, the implementation of MLFF was intended to use a full barrier-less scheme.
However, to bridge the gap in field ecosystem readiness, the implementation of MLFF is undergoing adjustments. This means that implementation involving barriers will be utilised during the upcoming transition period.
“We wish to convey that the cooperation contract held by PT RITS since obtaining the work order from the government on 15 March 2022 still refers to the MLFF concept. However, during the transition period, the use of barriers at physical toll gates may still be functional,” he told Bisnis on Sunday (21/6/2026).
In line with this, the execution roadmap for this Hungarian-originated technology will be divided into two timelines: a gradual transition concept and a full operational concept according to the original design.
When asked when the MLFF system would be implemented on Indonesian toll roads, he declined to provide further details. Renaldi only mentioned that the final determination of the execution schedule rests entirely with the Ministry of Public Works and the Toll Road Regulatory Agency (BPJT).
“The final decision certainly lies with the government, and we will continue to support that decision. Currently, the finalisation of the re-evaluation and the preparation of trial scenarios are being conducted jointly with the BPJT,” he added.
The government is reportedly still perfecting the readiness of all operational and technical aspects, as well as the law enforcement ecosystem, before this system is fully released to the public.
Despite facing uncertainty regarding the timeline, RITS, as both an investor and a government partner in the MLFF project, expressed optimism that the government will remain committed to finding the best solution to maintain the investment climate for Public-Private Partnerships (PPP).
“Regarding investment, PT RITS believes that the government will be committed to finding win-win solutions concerning investments experiencing implementation delays,” Renaldi concluded.
