Misbakhun says Prabowo has opened a new tradition by delivering the KEM-PPKF directly
JAKARTA, KOMPAS.com - The chair of Commission XI of the Indonesian House of Representatives (DPR RI), Mukhamad Misbakhun, says the direct delivery of the Macro Economic Framework and the Main Policy on Fiscal Policy (KEM-PPKF) by President Prabowo Subianto marks a new tradition in drafting the 2027 State Budget (APBN 2027).
According to Misbakhun, until now the KEM-PPKF document has always been read by the Minister of Finance on behalf of the President. “Usually this is read by the Minister of Finance on behalf of the President. So if today it is read directly by the President, that indeed becomes a new tradition,” Misbakhun said at the Parliament Complex, Jakarta, on Wednesday (20 May 2026).
In the document, the government and the DPR will begin discussions on various macroeconomic assumptions that underpin the preparation of the APBN. “In this KEM-PPKF, there will be discussion on several macro assumptions within a range, including growth, inflation, and the exchange rate of the rupiah,” he said.
The discussion will also cover Indonesia’s crude oil price (ICP), oil and gas lifting, and the indicative ceilings for ministries and agencies. “There we will also discuss the indicative allocations for the ministries and agencies,” he added.
Misbakhun believes the President’s move to deliver the KEM-PPKF directly shows the government’s serious attention to the direction of fiscal and national economic policy going forward. Therefore, the public will pay close attention to the messages and policy focus that the President will convey in his address. “People are keen to follow seriously what the President’s concerns will be in this KEM-PPKF,” Misbakhun said.
He added that the move could set a new tradition in Indonesia’s constitutional practice, particularly in the budget drafting process.
According to Kompas.com’s schedule, the DPR’s 19th plenary session of the fifth session for the 2025-2026 year will begin at 10:00 WIB. Among the agenda is the “Delivery of the Macroeconomic Framework (KEM) and the Fiscal Policy Principles (PPKF) for the 2027 APBN by the Government.” The DPR will also hear the Legislative Budget Body’s report on the evaluation of changes to the second set of Prolegnas Priority Bills for 2026, followed by a decision. The plenary is also scheduled to hear the factions’ views on the draft law initiated by Commission III regarding amendments to Law No. 2 of 2002 on the Indonesian Police before being decided into a law.
