Misbakhun: DPR preparing omnibus law for national finance

Jakarta - Chairman of the House of Representatives’ Commission XI Mukhamad Misbakhun revealed that the DPR is preparing an omnibus law for national finance to harmonise the State Finance Law, State Treasury Law, PNBP Law, and regulations on separated state assets.

The move aims to align regulations following the establishment of Danantara Investment Management Agency (BPI Danantara), as stipulated in Law No. 1 of 2025, the third amendment to Law No. 19 of 2003 on State-Owned Enterprises (BUMN).

During an interview with reporters in Jakarta on Monday, Misbakhun said harmonisation is needed because some provisions across regulations are still not fully aligned, particularly regarding BUMN dividend management and collection post-Danantara’s formation.

“Previously, BUMN dividends were classified as Non-Tax State Revenue (PNBP) and part of the state budget cycle. This must be resolved to ensure the laws are fully harmonised,” he said.

He added that revisions to national finance laws would follow the completion of the Financial Sector Development and Strengthening (P2SK) Law revision.

“Commission XI is now in the final stages of finalising the P2SK Law (revised),” Misbakhun said.

He also stated that the national finance regulations must be completed as soon as possible before the 2027 state budget takes effect.

“The national finance law will be used for the 2027 state budget, so we must finalise it before it comes into effect on 1 January 2027. We are currently discussing it at the Ministry of Finance,” Misbakhun said.

The P2SK Law is expected to be completed by early June 2026. Misbakhun noted that government harmonisation has begun, with several regulations aligned with the government’s problem inventory list (DIM), targeting completion of the regulations by early June.
