Ministry Warns of Increasingly Sophisticated Human Trafficking Modus Operandi Exploiting Digital Technology

The Ministry of Women’s Empowerment and Child Protection (KPPPA) has reminded the public that the modus operandi of human trafficking (TPPO) is becoming increasingly diverse and sophisticated in the digital era. “In reality, TPPO is very close to us in various forms we often encounter, such as sexual exploitation, recruitment of workers with promises of easy processes and large salaries, even practices of internships in education,” said Deputy for Women’s Rights Protection at KPPPA, Desy Andriani, while reading the mandate of the Minister of PPPA at the commemoration of World Anti-Trafficking in Persons Day 2026 in Jakarta on Thursday. She explained that in the digital era, perpetrators are no longer using classic modus operandi but have shifted to utilising digital technology such as social media, digital applications, and job vacancy platforms. “The pattern of TPPO crime has changed in this digital era. If previously recruitment was mostly done face-to-face, now perpetrators utilise social media, messaging apps, job vacancy platforms, and various other digital services to reach victims more quickly, widely, and in a manner that is harder to detect,” said Desy Andriani. She added that technology is now not only used during the recruitment stage but also in the process of controlling victims, conducting financial transactions, and even carrying out exploitation online. These modus operandi show that the boundary between cyber human trafficking crimes and their real-world impacts is becoming increasingly thin.
