Ministry Warns Against Fictitious Hajj Badal Services Priced at IDR 10 Million
The Indonesian Ministry of Hajj and Umrah (Kemenhaj) has shared tips for the public to avoid fictitious badal hajj offerings, following the exposure of such practices during the 1447 Hijriah/2026 pilgrimage season. Badal hajj is the act of performing the hajj pilgrimage on behalf of someone who has passed away or suffers from an incurable illness.
Director General of Hajj and Umrah Service Control at Kemenhaj, Harun Al Rasyid, stated in Makkah, Saudi Arabia, on Thursday (11/6/2026) that the primary requirement to perform a badal hajj is that the person carrying out the proxy pilgrimage must have already completed the hajj for themselves. Additionally, the proxy must comply with regulations in Saudi Arabia, including applying for a tasreh (hajj permit) and obtaining a Nusuk card.
To obtain the hajj permit, an individual must spend more than IDR 25 million. ‘Therefore, if there is an offer for badal hajj services at a cost of IDR 10 million, that is just a trick. The value is not rational,’ said Harun.
Harun acknowledged that the Ministry currently allows anyone to request assistance from others to perform a badal hajj. This particularly applies to people who wish to perform a proxy pilgrimage for family members who are not part of the current year’s hajj congregation.
