Ministry Prepares Sanctions for Tanjungbalai Civil Servant Teacher Whose Husband Abused Boy

The Ministry of State Apparatus Empowerment and Bureaucratic Reform (KemenPAN-RB) is scrutinising a case of alleged same-sex abuse against a 12-year-old child committed by the husband of a civil servant (ASN) teacher in Tanjungbalai, identified by the initial D (37). KemenPAN-RB has confirmed it will impose sanctions if the results of an examination prove the ASN teacher was involved in the case. ‘The KemenPAN-RB expresses deep concern over the incident that befell the child victim in Tanjungbalai. The protection and recovery of the victim must be a priority for all parties, and we fully support the legal process currently underway at the Tanjungbalai Police,’ said the Head of the Bureau of Communication and Public Information at KemenPAN-RB, Mohammad Averrouce, to reporters on Saturday (25/7/2026). He stated that the criminal and employment aspects are two parallel domains. The criminal domain is entirely the authority of law enforcement officials, while the domain of civil service discipline is the authority of the Personnel Supervisory Officer (PPK). ‘The internal examination of the employee concerned is carried out by the PPK through the Inspectorate and the Tanjungbalai City BKPSDM and other elements of the regional apparatus, and we understand that the process is already underway,’ he said. His party is urging that the examination be carried out swiftly and thoroughly, while still respecting the principle of presumption of innocence. ‘If the examination proves a violation, the individual will be subject to disciplinary punishment in accordance with statutory regulations. The sanctions for civil servants, both PNS and PPPK, are the same if they commit a violation,’ he stated. He noted that sanctions for civil servants refer to Government Regulation Number 94 of 2021 concerning Civil Servant Discipline, with punishment levels varying from light to moderate to severe. ‘The Ministry of PAN-RB affirms that civil servants are bound by the obligation to uphold dignity and public trust. There is no tolerance for violations involving the safety of children,’ he said. The case came to light after the house of a civil servant teacher in Tanjungbalai, North Sumatra, was stormed by residents following allegations of sexual abuse against a child. The case had previously been reported to the Tanjungbalai Police on 19 May 2026. The victim is an orphaned primary school student with the initials ARM (12). The complainant in the case is the victim’s stepmother, Yuni Audra, while the reported individual is A (37), who works as a casual daily labourer. Police have now named D (37) as a suspect in the case. D is the husband of the ASN teacher in Tanjungbalai whose house was stormed by residents.
