Ministry of Transportation Tightens Sanctions for Buses Skipping Terminals: Licences Can Be Revoked!
JAKARTA - Buses found not entering bus terminals will now face sanctions from the Directorate General of Land Transportation under the Ministry of Transportation. Director General of Land Transportation Aan Suhanan stated that the sanctions align with those outlined in the law regarding buses that skip terminals. “The sanctions imposed can range from administrative penalties to the suspension of route permits and revocation of public passenger transport operating licences,” he said, quoted from an official statement on Tuesday (12/5/2026). Aan explained that these regulations have long been in place under Law No. 22 of 2009 on Road Traffic and Transportation, as well as Ministerial Regulation No. PM 15 of 2019 on the Operation of Public Motor Vehicle Passenger Transport on Routes. The requirement for buses to enter terminals is intended to ensure that operating vehicles are truly roadworthy, drivers are in good health, and passenger data is properly recorded. Additionally, officers can conduct administrative and vehicle safety checks. “As an extension of the Directorate General of Land Transportation, Land Transportation Management Agencies across their jurisdictions, through service units at Type A terminals, are obliged to strengthen oversight of road transport operational roadworthiness through safety inspections or ramp checks,” he said. Furthermore, Aan stated that this step involves a comprehensive evaluation of licensing, KIR vehicle testing documents, bus companies’ compliance with road transport safety standards, and oversight of drivers’ competence and health. According to him, these rules are implemented to enhance road traffic and transport safety aspects and to reduce the risk of fatalities in accidents involving public transport, which often result in numerous casualties. “Additionally, we need to strengthen the socialisation of transportation safety culture to all parties, including drivers, bus companies, and the public,” Aan added.
