Ministry of Transportation Strengthens Competency of Asia-Pacific Aviation Inspectors
The Ministry of Transportation (Kemenhub) has strengthened the competency of Asia-Pacific flight safety inspectors through the International Civil Aviation Organization (ICAO) Government Safety Inspector Airworthiness Air Operator and Approved Maintenance Organization Certification (GSI-AIR) Course.
“This 15-day training is the result of a strategic collaboration between the Ministry of Transportation, ICAO, and US FAA-Boeing,” stated Sukahir, Head of the Curug Aviation Training and Education Centre (BP3 Curug) under the Ministry’s Directorate General of Civil Aviation Human Resources Development, in a statement in Jakarta.
Sukahir explained that the activity aims to improve the competence, qualification, and standardisation of airworthiness inspectors in the Asia-Pacific region, enabling them to conduct certification processes and civil aviation safety oversight in accordance with international standards. The training implements Law Number 1 of 2009 on Aviation and Government Regulation Number 51 of 201s on Human Resources in the Transportation Sector, which emphasises the importance of increasing transport human resource capacity to support flight safety.
The programme was attended by 16 participants from 10 Asia-Pacific nations, including Indonesia (three participants), Sri Lanka (three), Papua New Guinea (three), and one participant each from Thailand, Vietnam, Timor-Leste, Fiji, Laos, India, and Hong Kong. The international training officially concluded in Jakarta on Friday (31/7).
During the training, participants received comprehensive instruction on the certification processes for flight operators and aircraft maintenance organisations according to ICAO standards. This included the evaluation of certification documents, the application of the Five-Phase Certification Process, field inspection and oversight techniques, and capacity building as potential instructors through the Train the Trainer Program (TTP).
“The commitment and active participation of all participants reflect a high dedication to strengthening the aviation safety culture in their respective countries,” said Sukahir, adding that he hopes the knowledge and experience gained will be optimally implemented to increase the effectiveness of flight safety oversight.
Ratri, Acting Head of the Training Division of the Ministry’s Human Resources Development, added that the training not only enhances technical competence but also strengthens professional networks among flight safety inspectors in the Asia-Pacific region. She noted that the ICAO GSI-AIR Course further affirms Indonesia’s position as a centre for aviation human resource development in the region.
This commitment will continue with two other international training sessions scheduled for August and September 2026, namely the Government Safety Inspector Operations – Air Operator Certification and the Government Safety Inspector – Personnel Licensing. This series of international training is part of Indonesia’s efforts to strengthen aviation human resource capacity to meet global standards and support Indonesia’s active role in international civil aviation governance, including its candidacy for the ICAO Council.
