Ministry of Transport Tightens Oversight of Freight Vehicle Compliance

The Ministry of Transport (Kemenhub) is tightening oversight of freight vehicle compliance to enhance road transport safety, reduce operational violations, and create a more orderly and secure logistics system. Director General of Land Transport Aan Suhanan stated that the ministry is committed to ensuring the safety of freight vehicles. From January to 12 June 2026, a total of 939,922 vehicles, or 75.64 percent, were recorded as compliant, while 302,561 vehicles, or 24.36 percent, committed violations. The monitoring was conducted at 89 Motor Vehicle Weighing Implementation Units (UPPKB) across Indonesia, with 1,241,883 vehicles recorded under supervision during the period. Among the violations, 407,534 infractions were identified, consisting of overloading (195,377 vehicles, 47.94 percent), dimension violations (6,410 vehicles, 1.57 percent), document violations (203,656 vehicles, 49.97 percent), technical requirement violations (34 vehicles, 0.01 percent), and loading procedure violations (2,057 vehicles, 0.50 percent). As the ministry moves towards the zero over-dimension over-loading (ODOL) target in 2027, enforcement actions are being applied selectively, including warnings, traffic tickets, police citations, and other UPPKB penalties. The five companies with the highest number of violations were PT SIL (1,041 vehicles), PT IP (967 vehicles), PT SA (749 vehicles), CV SKE (701 vehicles), and PT EW (688 vehicles). The top five commodities involved in violations were mixed goods (20,734 vehicles), packaged goods (17,770 vehicles), sand (15,591 vehicles), plantation products (8,846 vehicles), and cement (8,189 vehicles). The ministry noted that the supervision rate against daily average traffic of freight vehicles reached 7.74 percent in 2026, up from 7.47 percent in 2025, while the violation rate decreased from 24.71 percent to 24.36 percent, indicating a positive trend in compliance despite persistent issues with cargo and documentation.
