Ministry of Transmigration Issues 441 Land Certificates for Simeulue Transmigrants
Jakarta (ANTARA) - The Ministry of Transmigration has issued 441 freehold land certificates (SHM) for transmigrant families in Simeulue Regency, Aceh, through the Trans Tuntas programme to strengthen legal certainty whilst unlocking access to financing and increasing the economic value of community assets.
“For us, a land certificate is not just a document. A certificate is legal certainty, peace of mind, and economic capital for the people,” said Minister of Transmigration Muhammad Iftitah Sulaiman Suryanagara in an official statement received in Jakarta on Wednesday.
The certificates were handed over at the Latiung Transmigration Settlement Unit (UPT) in Simeulue Regency. Iftitah stated that legal certainty over land is a crucial foundation for building advanced and prosperous transmigration areas, as it not only provides legal protection but also opens up access to financing and increases the economic value of assets.
He also expressed appreciation for the transmigrants who have built their lives and developed the transmigration area in Simeulue. According to him, the success of transmigration development is measured not only by the availability of land but also by the state’s presence in ensuring that people’s rights are protected.
The 441 SHM certificates consist of 350 plots in the Latiung Transmigration Area and 91 plots in the Sigulai UPT, Selaut Transmigration Area. Of these, 226 certificates were symbolically handed over to beneficiaries, whilst the remaining 215 certificates will be distributed gradually through a door-to-door mechanism to ensure all recipients obtain their rights.
“We want to ensure that all members of the community obtain their rights without exception,” said Iftitah.
Simeulue Regent Muhammad Nasrun Mikari welcomed the completion of the certification process, noting that legal certainty over land is a fundamental need for transmigrant communities who have long settled and built their lives in the region. “We have symbolically handed over 15 certificates. God willing, the remaining certificates will be distributed to the community soon after this event,” said Nasrun.
During the occasion, the government also noted that several SHM certificates in UPT Sigulai, which were issued in 2018, have yet to be handed over due to discrepancies between the certificate data and the actual condition of the land plots. This issue requires boundary demarcation and land consolidation before the certificates can be distributed to the community.
Responding to this, Minister Iftitah assured that the Ministry of Transmigration would immediately coordinate with the local government and relevant agencies to resolve the issue as quickly as possible.
“We will follow up on this together with all relevant parties so that the community’s rights can be fulfilled immediately. My highest regards to all transmigrants in Simeulue,” said Iftitah.
Throughout 2025, the Trans Tuntas programme has issued 13,248 SHM plots for transmigrants across 22 provinces, some of whom had been waiting for legal certainty for decades. The government considers that clarifying land ownership status opens opportunities for the community to develop businesses and improve their welfare.
In 2026, the Ministry of Transmigration is targeting the issuance of 11,288 SHM plots for transmigrants in 61 transmigration locations across various regions through the Trans Tuntas programme. This programme is one of the ministry’s priorities to resolve land legality issues whilst strengthening the economic development of transmigration areas.
Beyond issuing SHM certificates, the ministry is also targeting an inventory of Land Management Rights (HPL) in 50 transmigration locations across 13 provinces, covering a total area of 217,043.26 hectares, as part of asset management and strengthening legal certainty in transmigration areas.
The Ministry of Transmigration is also directing the transformation of transmigration implementation to create new economic growth centres by strengthening land status certainty, making transmigration areas more attractive for investment, bolstering local economic activity, and improving community welfare.
The Trans Tuntas programme is one of the Ministry of Transmigration’s priority programmes to resolve various asset legality issues in transmigration areas throughout Indonesia. Through this programme, the government is not only resolving land administration but also strengthening legal certainty, increasing the economic value of community assets, and laying the foundation for more productive, self-reliant, and sustainable transmigration areas.
