Ministry of Trade Targets Completion of E-Commerce Regulation Revision Next Week
The Ministry of Trade (Kemendag) is targeting the completion of revisions to Trade Ministerial Regulation (Permendag) No. 31 on Trading through Electronic Systems (PMSE) next week. Budi stated that the revision is intended to strengthen the governance of the digital trade or e-commerce ecosystem, encompassing sellers, platforms, and consumers.
“Now, Kemendag is revising Permendag No. 31 on PMSE. Hopefully, it is now in the finalisation stage; hopefully, it will be completed next week,” said Trade Minister Budi Santoso after inspecting food prices and supplies at Palmerah Market, Jakarta, on Wednesday (13/5/2026).
According to him, one of the points of change in the regulation revision relates to the transparency of fees imposed by platforms on sellers.
“Platforms must be transparent in imposing fees. Admin fees or any other fees must be transparent and there must be an agreement that can be downloaded on the platform,” he said.
In addition to fee transparency, the government is also encouraging digital platforms to prioritise the promotion of domestic products, including products from micro, small, and medium enterprises (UMKM).
Kemendag is also requiring platforms to provide complaint services with a clear service level agreement (SLA) to protect the interests of consumers and sellers if problems arise in digital transactions.
Budi stated that the government wants to create an equal relationship between sellers and platforms in the digital trade ecosystem while strengthening consumer protection.
“Sellers and platforms must be equal. They each have rights and obligations. Likewise, consumers must be protected,” he said.
