Ministry of Trade Prepares Technical Regulations for the Export of Strategic Commodities
Ministry of Trade is preparing a new Ministerial Regulation that sets out technical provisions for the export of three strategic commodities: crude palm oil (CPO), coal, and ferroalloys. “Yes, automatically (the new Permendag). This must be finished today; it should be completed today, at the latest tomorrow, but technically today it must be completed,” said Trade Minister Budi Santoso when asked at the Office of the Coordinating Ministry for Economic Affairs, Jakarta, Thursday, 21 May 2026, according to Antara.
However, Budi did not disclose details of the content. He explained that the regulation would govern the export mechanism for the three commodities in line with the establishment of PT Danantara Sumberdaya Indonesia (DSI) as a state-owned enterprise (BUMN) dedicated to export. “Yes, regarding exports of the three commodities,” he said.
The government previously established PT DSI as a company with a specific mandate to manage and oversee export transactions for strategic natural-resource commodities. DSI will operate in two stages. In the first stage, from 1 June to 31 December 2026, DSI will act as an appraiser and intermediary between sellers and buyers of certain export commodities.
From January 2027, DSI will transform into a trading company that directly purchases commodities from exporters, holds the goods, and bears trading risk before selling them on the international market.
Sales proceeds from these commodities will be received in foreign currency in line with the destination country’s practices, while continuing to follow applicable international trade norms. The funds will be fully remitted back to Indonesia.
The formation of DSI was driven by persistent under-invoicing and transfer pricing practices in several Indonesian export commodities over the years. The government regards these practices as detrimental to state revenue, including taxation, royalties, foreign exchange, and the validity of national trade data.
Therefore, Danantara formed DSI as a platform to oversee transparency in export transactions, from volume and price to shipping mechanisms.
