Jakarta (ANTARA) - The Ministry of Trade (Kemendag) has issued Minister of Trade Regulation (Permendag) Number 12 of 2026 concerning export policy and regulation.

Trade Minister Budi Santoso explained that the main points of this regulatory amendment include the authority to suspend issuance, freeze, and revoke Export Business Licences, as well as suspend non-administrative sanction technical verification or tracing services. This policy has been promulgated and takes effect on 29 April 2026.

“This amendment strengthens government control to act swiftly in safeguarding national interests, public interests, the smooth running of government programmes, and the implementation of presidential directives. We want to ensure that export activities continue to align with fulfilling domestic needs,” Budi stated in a press release in Jakarta on Monday.

Previously, export provisions were regulated under Permendag Number 23 of 2023, as last amended by Permendag Number 5 of 2026. However, those regulations had a limited scope, only addressing administrative sanctions for exporter non-compliance.

Budi conveyed that the issuance of Permendag Number 12 of 2026 is a strategic government effort to support the fulfilment of certain goods’ needs domestically for national interests.

With the issuance of Permendag Number 12 of 2026, the initiation of suspension, freezing, or revocation of licences is not only the authority of the Trade Minister but can also be proposed by related ministries or agencies.

Such decisions will subsequently be discussed through a Coordination Meeting at the level of the Coordinating Ministry for Economic Affairs or the Coordinating Ministry for Food Affairs, according to their respective authorities.

“This is a manifestation of strengthening synergy among agencies in decision-making related to export policy,” Budi said.

Furthermore, the coordination meeting decision will be formalised in a letter from the Director General of Foreign Trade on behalf of the Trade Minister, delivered electronically via the INATRADE system and forwarded to the Indonesia National Single Window (SINW) system.

To ensure transparency, exporters will also receive automatic electronic notifications regarding their licence status.

Director General of Foreign Trade at Kemendag, Tommy Andana, stated that Permendag Number 12 of 2026 is designed by applying the principle of flexibility.

“The suspension, freezing, or revocation policies are dynamic. We have also regulated mechanisms for reactivating frozen licences and cancelling suspension of services,” Tommy said.

To ensure the smooth flow of goods, there are transitional provisions. These regulate goods that have obtained the registration number and date of the Export Customs Notification (PEB) before the effective date of the suspension, freezing, or revocation decision, which will still be processed for export by the Directorate General of Customs and Excise.

Tommy added that the preparation of this regulation has undergone a cross-ministerial and agency coordination process, including input from the business community. He hopes that this policy will strengthen national economic resilience.
