Ministry of Social Affairs Targets Landak for Phase III of 'Sekolah Rakyat' Construction
The Ministry of Social Affairs (Kemensos) is processing a proposal to build a Community School (Sekolah Rakyat) in Landak Regency, West Kalimantan. The project is targeted to enter Phase III this coming October.
This certainty came after the Landak Regency Government completed all administrative requirements and land spatial planning matters that had previously been an obstacle.
The matter was discussed during an audience between Deputy Minister of Social Affairs Agus Jabo Priyono and Landak Regent Karolin Margret Natasa at the Ministry of Social Affairs office in Central Jakarta on Wednesday (29 July).
Karolin explained that the Community School proposal had been submitted since 2025. At the time, the process could not proceed because the land prepared was within an urban forest zone.
After the spatial planning adjustment was approved, the regional government has now brought all the required documents. The proposed land covers 9 hectares and has been certified in the name of the Landak Regency Government.
Its location is in the centre of the regency capital so that it is easily accessible to the public. Water and electricity access is considered adequate, and the site is near the main road as well as health facilities.
“We did want the location to be in the middle of town. It would be a pity to place such a magnificent building in the middle of the forest. And access must not be difficult,” she said in a written statement on Thursday (30 July).
Landak Regency, situated at the heart of West Kalimantan Province, has a population of more than 400,000 with a poverty rate of 8 per cent. Based on the National Socio-Economic Single Data (DTSEN), there are 9,802 residents in Decile 1 and 10,992 residents in Decile 2.
Karolin said these figures are a strong reason why Landak Regency needs the presence of a Community School. She hopes the proposal can be considered in the next phase of construction.
“When it comes to needing a Community School, we are one of the regencies that truly needs it. That is why we hope this proposal can be considered in the next phase of construction,” she said.
Agus Jabo confirmed the readiness of the proposed location, from land ownership status and access to the site, to the availability of water and electricity, as well as disaster potential in the area. Karolin assured that the land has been certified in the name of the regional government and is located near the main road.
She added that the land has access to clean water and electricity, and is relatively far from disaster-prone areas. Agus Jabo assessed that Landak Regency’s proposal has a chance of being processed in the next construction phase because all administrative requirements have been declared complete.
“What is clear is that the administrative requirements are finished. The files will later be received by the Community School Joint Secretariat to be coordinated with the Ministry of Public Works. Hopefully Landak can join Phase III, which is planned to enter the tender process in October,” said Agus Jabo.
Meanwhile, Herman, a representative of the Community School Joint Secretariat, asked the Landak Regency Government to immediately finalise its commitment to land preparation. This is needed so that the subsequent process can run on schedule.
“If possible, the land preparation readiness commitment can be signed today,” he insisted.
In response, Karolin stated that the Landak Regency Government has prepared the required documents. She affirmed that her side is ready to fulfil the commitment.
“The terrain in Kalimantan does indeed require land preparation. But we are ready to sort it out. The important thing is that when the contractors come to work, we are ready to support them as best we can,” she concluded.
