Ministry of Social Affairs designates TAS Prima Sesaba Baturraden as national model
Banyumas (ANTARA) - The Ministry of Social Affairs (Kemensos) has designated the Taman Anak Sejahtera (TAS) Prima Sesaba at the Satria Baturraden Centre, Banyumas Regency, Central Java, as a national model for providing safe, inclusive, and family-based childcare services.
During the launch of TAS Prima Sesaba, held as part of the ‘2026 National Children’s Day Celebration’ at the Satria Baturraden Centre on Saturday, the Director of Child Social Rehabilitation at the Ministry, Mas Kahono Agung Suhartoyo, stated that this is the second such launch nationwide. He expressed hope that the centre would serve as a reference for other regions looking to develop similar services.
He emphasised that the TAS is not intended to replace the role of the family in child-rearing, but rather to act as a support system for parents facing time constraints or specific circumstances, ensuring children continue to receive positive care. According to him, children will receive developmental stimulation through educational activities and games designed to introduce positive values in an enjoyable manner.
‘This TAS is not a replacement for the family, but a support for families so that children continue to receive good care when parents face various limitations,’ he said. He also stressed that the Welfare Children’s Garden must be a safe and inclusive space. He noted that parents can still monitor or pick up their children at any time, ensuring the service does not sever the child’s connection with their family.
In relation to this, Agung requested that the Satria Baturraden Centre, as one of the Ministry’s Technical Implementation Units (UPT), organise TAS services in accordance with the operational standards currently being drafted by the Ministry to maintain service quality and strengthen social rehabilitation functions.
Meanwhile, the Head of the Satria Baturraden Centre, Darmanto, stated that the launch of TAS Prima Sesaba was attended by 100 children and 100 parents. Among them, 20 children and 20 parents are direct beneficiaries of the TAS, while the remainder are from nearby kindergartens and early childhood education centres in Baturraden.
He noted that TAS Prima Sesaba currently serves 20 children from families within deciles 1 to 5, based on the National Socio-Economic Single Data (DTSEN). He explained that the TAS service is intended for families requiring a safe childcare environment while parents are at work. ‘Children can be dropped off here while parents are working. Once parents finish work, the children can be picked up. Since operations began on 1 July 2026, the service has been running well,’ he said.
He added that the TAS building utilises a hall that had previously been used as a warehouse by the Ministry of Public Works and the Satria Baturraden Centre, while parts of the UPT building were being used for the Integrated People’s School 1 Banyumas before moving to a permanent building in Karangcegak Village, Sumbang District.
He further mentioned that the hall was revitalised into a child-friendly space for the TAS. The service quota is currently limited to 20 children in the initial phase and will be evaluated based on community needs.
In addition to the TAS, the Satria Baturraden Centre is also preparing a daytime elderly care service, provisionally named Talaslaba (Taman Lansia Sejahtera Lahir Batin), to assist families needing elderly companionship during working hours. Darmanto expressed hope that the Social Affairs Office and the Education Office of Banyumas Regency would help socialise the existence of the TAS so that more members of the community can utilise the service as part of a collective effort to strengthen family-based child rearing.
