Ministry of Public Works Plans 10 Functional Toll Roads for Christmas-New Year Period

The Ministry of Public Works (PU) is planning for around 10 toll road sections to be functional in supporting traffic during the Christmas and New Year period. “According to the progress as of June, there is currently a plan for about 10 sections which we hope can be completed by the end of 2026 and can be made functional to support traffic movement during Christmas and New Year,” said Head of the Toll Road Regulatory Agency (BPJT) at the Ministry of PU, Ni Komang Rasminiati, in Jakarta on Friday. She explained that one possibility is the Sigli-Banda Aceh toll road section 1, as well as the Palembang-Betung section 1 from Kramasan to Pulau Rimau. Also included is a section in East Java, namely the Probolinggo-Banyuwangi toll road section 3 from Paiton to Besuki, and the Jakarta-Cikampek II South section 6 from Kutanegara to Sadang. “Those are among the potential sections where we will continue to enhance supervision of construction completion by the end of 2026, so they can be made functional for the Christmas and New Year period,” said Ni Komang Rasminiati. The Ministry of Public Works has affirmed its commitment to strengthening the implementation of Minimum Service Standards (SPM) across all toll roads in Indonesia. Minister of PU Dody Hanggodo stated that the presence of toll roads is needed to accelerate the distribution of goods and services, increase efficiency, and reduce transportation costs. Toll roads are expected to cut travel time between regions in the logistics sector, thereby encouraging the growth of new economic centres. The ministry continues to push for improved service quality through ongoing supervision and evaluation of SPM compliance. SPM fulfilment for toll roads is measured through 8 substances broken down into 54 indicators as benchmarks for Toll Road Business Entity (BUJT) compliance in providing toll road services. These cover road conditions, average travel speed, accessibility, mobility, safety, toll road service vehicles, the environment, and rest and service areas (TIP). These eight substances serve as the reference for periodic SPM compliance evaluations. Under the road conditions substance, there are 15 indicators that BUJTs must fulfil, including ensuring the main road pavement is stable and even, free from potholes, rutting, or cracks that could disturb user comfort and safety. The indicators also cover proper drainage function, including the absence of sediment and maintained channel cross-sections, as well as the completeness of median equipment according to regulations, such as road safety barriers and other safety devices. Fulfilment of indicators for shoulder conditions is also a focus to ensure there is no damage that could potentially cause accident risks.
