Ministry of Primary and Secondary Education Proposes Rp40.7 Trillion Budget Increase for 2027
The Ministry of Primary and Secondary Education (Kemendikdasmen) has proposed an additional budget of Rp40.75 trillion in the draft 2027 state revenue and expenditure budget (RAPBN). Minister of Primary and Secondary Education Abdul Mu’ti stated that the proposal was formally submitted to the Minister of Finance, the Minister of National Development Planning/Head of Bappenas, and the Minister of State Secretary via ministerial letter number 10990/PI/MKM.A/PR.07.04/2026 on 27 May 2026. “The Ministry of Primary and Secondary Education has submitted a request for an additional budget allocation for the 2027 fiscal year amounting to Rp40.75 trillion,” Mu’ti said during a meeting with House Commission X on Wednesday (17/6). He explained that the proposed increase is based on the ministry’s indicative ceiling in the 2027 RAPBN, which stands at only Rp58.24 trillion. According to Mu’ti, this amount is insufficient to cover several of the ministry’s budget items. “With the indicative ceiling allocation having been set for the aforementioned purposes, we are proposing additional funding to finance other programmes,” he said. During the session, Mu’ti also proposed a non-physical special allocation fund (DAK) for education amounting to Rp169.83 trillion, up from the 2027 education DAK of Rp136.35 trillion. Mu’ti stated that the additional proposal would be used to improve the quality of education services and to meet teacher allowance requirements. “This need is to support the improvement of education service quality through proposed adjustments to the basic unit cost of BOSP, as well as to fulfil the increasing demand for teacher allowances due to the growing number of civil servant teacher targets, certified teachers, and the settlement of carry-over payment obligations,” he said. Deputy Chairman of House Commission X, Lalu Hadrian, supported the proposed budget increase of Rp40.75 trillion for Kemendikdasmen in the 2027 RAPBN, bringing the ministry’s total budget requirement for 2027 to Rp98.98 trillion. Lalu assessed that the proposed increase is important to support national priority programmes in the education sector. “House Commission X of the DPR RI approves the proposed additional budget for the Ministry of Primary and Secondary Education for the 2027 Fiscal Year amounting to Rp40,750,743,269,000,” he said.
