Commission X of the Indonesian House of Representatives (DPR RI) has approved the budget ceiling for the Ministry of Primary and Secondary Education (Kemendikdasmen) for the 2027 Fiscal Year at Rp61.10 trillion.

The approval was reached during a working meeting between Commission X and the Ministry of Primary and Secondary Education held at the Parliament Complex, Jakarta, on Tuesday.

“Commission X of the DPR RI accepts the budget ceiling for the Ministry of Primary and Secondary Education for the 2027 Fiscal Year at Rp61,100,819,081,000,” stated the Deputy Chairman of Commission X, Lalu Hadrian Irfani, during the meeting.

Lalu explained that the ceiling is sourced from the Pure Rupiah budget of Rp61.06 trillion, Public Service Agency (BLU) funds of Rp30.85 billion, and Non-Tax State Revenue (PNBP) of Rp9.05 billion.

In terms of expenditure types, the budget is allocated for personnel expenses of Rp16.02 trillion, goods expenses of Rp24.57 trillion, capital expenditure of Rp6.78 trillion, and social assistance of Rp13.72 trillion.

This figure represents an increase of Rp2.86 trillion compared to the previous indicative ceiling of Rp58.24 trillion.

Ministry of Primary and Secondary Education requests additional Rp157.76 trillion

Despite the approval of the 2027 ceiling, the Minister of Primary and Secondary Education, Abdul Mu’ti, assessed that the budget is not yet fully sufficient to meet the needs of various educational programmes.

Consequently, the Ministry has proposed an additional budget of Rp157.76 trillion. With this addition, the total proposed budget requirement for the ministry reaches Rp306.51 trillion.

The proposed additional funds are intended to continue the construction and revitalisation of educational units, targeting 100,000 schools.

The additional budget is also directed towards supporting the 13-Year Compulsory Education Programme. The Ministry proposes expanding the scope and increasing the unit costs of the Program Indonesia Pintar (PIP) across all educational levels.

Furthermore, the additional budget will be used for the prevention and handling of Out-of-School Children (ATS) as well as the distribution of the Affirmative Secondary Education (ADEM) scholarship.

In the sector of improving learning quality, the Ministry has proposed a budget for the provision of learning facilities and equipment across all educational levels.

The proposal also includes expanding the scope of various allowances for non-ASN teachers and ensuring the continuity of teacher education facilitation programmes, including meeting the D-IV/S1 educational qualifications for teachers.
