Ministry of PMI Protection Revokes P3MI Licence for Ignoring Workers' Rights Up to Rp1 Billion

PT Tulus Widodo Putra has been proven to fail in fulfilling or addressing the rights of Indonesian migrant workers (PMI). The Ministry of Protection for Indonesian Migrant Workers (P2MI) has revoked the operational licence of the Indonesian migrant worker placement company (P3MI), PT Tulus Widodo Putra, for failing to settle arrears in financial rights for dozens of migrant workers amounting to more than Rp1 billion. Director General of Protection at the Ministry of P2MI, Rinardi, stated that the licence revocation was carried out given that PT Tulus Widodo Putra has not followed up on the serious violation allegations. The placement company was also previously subjected to a temporary activity suspension sanction in March 2025. “PT Tulus Widodo Putra has been proven not to fulfil or manage the fulfilment of PMI rights. The company has not resolved issues for 39 prospective PMI or PMI, with total loss claims of Rp1,051,370,000,” said Rinardi during a press conference in Jakarta on Monday. He explained that the Ministry of P2MI will disburse the Rp1.5 billion deposit belonging to PT Tulus Widodo Putra, which serves as their guarantee for operating in the PMI placement sector, to meet the arrears for the 39 PMI. “We will oversee it until completion. If the deposit is still insufficient, we will demand the shortfall from the company, and they (PT Tulus Widodo Putra) must take responsibility,” Rinardi emphasised. He expressed regret over the uncooperative attitude of PT Tulus Widodo Putra’s management in responding to calls and clarification requests from the Ministry of P2MI, forcing the ministry to revoke its operating licence. Rinardi explained that after the operational licence for migrant worker placement is revoked, PT Tulus Widodo Putra will be added to the blacklist, preventing it from managing PMI placement businesses for the next five years. “Because the minister handed it over directly and officially, after revocation, it must be returned to us,” said Rinardi. Even though the migrant worker placement licence has been revoked, PT Tulus Widodo Putra still has the obligation to fulfil all rights of the migrant workers it has placed in destination countries. Rinardi also reminded the public to use services from reputable migrant worker placement companies if they wish to work abroad. The public is also urged to periodically check the legality of placement companies through the official Ministry of P2MI website.
