A meeting between Indonesia’s Ministry of State Apparatus Utilization and Bureaucratic Reform (PANRB) and the Russian Federation has explored bilateral cooperation to improve the quality of public services through government digital transformation in Indonesia, in response to increasingly complex governance challenges.

“This meeting marks an important step towards strengthening the public sector and developing public services for Indonesia and the Russian Federation,” said Minister of PANRB Rini Widyantini in her statement in Jakarta on Wednesday.

Rini conveyed this during a courtesy call by the Ambassador of the Russian Federation to the Republic of Indonesia at the Ministry of PANRB office in Jakarta.

“We are focusing on digital transformation. With the global situation, the government must transform not only in public services but also in governance,” she stated.

Rini appreciated Russia’s strong dedication to public administration sciences, particularly through institutions such as the Russian Presidential Academy of National Economy and Public Administration (RANEPA).

RANEPA can serve as a platform to learn from Russia’s experiences in strategic leadership, data-based policy formulation, and digital governance.

Indonesian bureaucrats are required to master strategic and empathy-based leadership, including technical skills such as data-based policy formulation and analytical abilities to adapt to government digital transformation.

“We are ready to promote capacity building, training, and leadership development. Of course, in this effort, we are prepared to provide courses for Indonesian bureaucrats,” said Extraordinary and Plenipotentiary Ambassador of the Russian Federation to the Republic of Indonesia Sergei Tolchenov during the meeting.

Tolchenov explained that government digital transformation is quite well-developed in Russia. Now, Russian citizens use digital platforms to access integrated public services such as paying bills, booking hospital appointments, applying for documents, and even voting.

He also expressed support for the Indonesian government’s focus on promoting human resource development, public sector governance, and strengthening digital transformation.

“RANEPA can share best practices related to government digital transformation in Russia,” he added.
