Ministry of Marine Affairs Temporarily Halts Unlicensed Reclamation Activities in Gresik
The Ministry of Marine Affairs and Fisheries (KKP) has temporarily halted maritime spatial utilisation activities that contravene regulations in the Gresik area of East Java, carried out by PT SMM (PT Surya Sarana Marina/SSM).
The temporary cessation of reclamation activities at PT SMM was carried out by the Special Police for Coastal and Small Islands Management (Polsus PWP3K) from the PSDKP Base in Benoa, under the Directorate General of PSDKP, on Tuesday (17 February). The halt was imposed on PT SSM’s maritime spatial utilisation activities covering 1.72 hectares, as the company lacked the required Marine Spatial Utilisation Conformity Approval document (PKKPRL).
“Maritime spatial utilisation at that location has been temporarily halted, because the oversight by the Special Police clearly showed violations of maritime spatial utilisation regulations,” said Director General of PSDKP Pung Nugroho Saksono, who personally led the temporary cessation at the PT SSM site.
“This effort represents KKP’s presence in safeguarding Indonesia’s marine and coastal resources from activities that contravene regulations and potentially cause damage,” added Ipunk, as he is known.
The enforcement action was the result of patrol team surveillance as well as a follow-up to public complaints regarding suspected unlicensed maritime spatial utilisation activities.
The temporary cessation was carried out pursuant to Minister of Marine Affairs and Fisheries Regulation Number 30 of 2021, which grants the Special Police for Coastal and Small Islands Management (Polsus PWP3K) the authority to take additional measures including the temporary halting of activities.
Reclamation activities must be accompanied by a reclamation permit in accordance with prevailing legislation, including Minister of Marine Affairs and Fisheries Regulation Number 28 of 2021 and Government Regulation Number 28 of 2025 on Risk-Based Business Licensing.
The case is linked to the controversy surrounding Building Use Rights Certificate (SHGB) Number 01914 held by PT Surya Sarana Marina (SSM) in the Mie Sedap factory area in Manyar, Gresik.
“Following this temporary cessation process, the PSDKP apparatus will conduct an in-depth examination and sanctions will be imposed in accordance with prevailing regulations,” said Pung Nugroho Saksono.
PSDKP has confirmed that it will carry out a more thorough investigation following the temporary cessation. If violations are proven, administrative sanctions up to and including criminal penalties may be applied in accordance with prevailing regulations.
