Ministry of Marine Affairs and Fisheries Requests Additional Rp30.22 Trillion Budget for 2027
The Ministry of Marine Affairs and Fisheries (KKP) has requested an additional budget of Rp30.22 trillion for the 2027 fiscal year. This supplementary funding is intended to accelerate several national priority programmes and directives from President Prabowo Subianto, including the construction of Red and White Fishing Villages (KNMP) and the revitalisation of aquaculture ponds.
The Deputy Minister of Marine Affairs and Fisheries, Didit Herdiawan Ashaf, stated that the additional budget is necessary to accelerate various strategic KKP programmes in 2027. “KKP has proposed an additional expenditure budget for the 2027 fiscal year of approximately Rp30.22 trillion,” Didit said during a Working Meeting with Commission IV of the House of Representatives (DPR RI) in the Parliament Complex, Jakarta, on Tuesday (1/9/2026).
He explained that the Rp30.22 trillion additional budget will be allocated across 10 programmes. The largest portion is earmarked for the construction and operationalisation of Red and White Fishing Villages (KNMP) across 600 locations, requiring an additional Rp10.35 trillion. Furthermore, KKP has proposed Rp8.87 trillion for thematic inland fish farming programmes across 9,000 locations, and Rp5.44 trillion for the revitalisation of approximately 5,500 hectares of saline tilapia ponds in the North Coast (Pantura) of Bekasi and Subang.
KKP also requested an additional Rp1.39 trillion for the modelling and replication of integrated shrimp ponds covering 2,000 hectares, while the development of national salt industry centres received a proposed addition of Rp965.21 billion. Beyond aquaculture and salt production, KKP proposed Rp1.44 trillion for post-disaster rehabilitation and reconstruction in Sumatra.
Other allocations include Rp1 trillion for community empowerment and poverty alleviation programmes, Rp187.08 billion for the operational supervision of marine and fisheries resources, and Rp571.83 billion for supporting duties, functions, and the improvement of public services. For the modernisation of fishing vessels, KKP proposed an additional approximately Rp9.09 billion to meet crew certification requirements and fishing vessel operational costs.
Didit explained that the proposed additional funds are required to support the implementation of Presidential mandates and to accelerate the achievement of development targets in the marine and fisheries sector. “The additional budget is indeed necessary, particularly for increasing the operational activities of marine and fisheries resource supervision for 75 days, as well as the construction of fishing ports and the implementation of Lautra activities,” he added.
Previously, KKP had been granted a 2027 budget ceiling of Rp16.65 trillion, based on a joint letter from the Minister of Finance and the Minister of National Development Planning/Head of Bappenas dated 5 August 2026. This budget consists of Rp11.97 trillion in pure rupiah, Rp185.26 billion in accompanying pure rupiah, approximately Rp3.99 trillion in foreign loans, Rp44.9_8 billion in foreign grants, Rp80.84 billion in Non-Tax State Revenue (PNBP), Rp241.79 billion from Regional Public Service Agencies (BLU), and approximately Rp131.37 billion from State Sukuk (SBSN).
This ceiling represents an increase of approximately Rp1.01 trillion from KKP’s indicative ceiling of Rp15.64 trillion. According to Didit, the currently allocated budget will be prioritised for employee salaries and operations at Rp2.92 trillion (17.55% of the total ceiling), while Rp13.73 trillion (82.45%) is directed towards national priority programmes, the blue economy, official duties, and public services. The proposed additional Rp30.22 trillion is expected to accelerate poverty alleviation, improve the welfare of marine and fisheries communities, and drive national economic growth.
