Ministry of Marine Affairs and Fisheries Confirms Free Certification for Fishery Product Quality
The Ministry of Marine Affairs and Fisheries (KKP) has confirmed that all quality certification services for fishery products are available to businesses free of charge.
The policy is designed to strengthen quality assurance for fishery products while enhancing competitiveness in both domestic and export markets.
Ishartini, Head of the Marine and Fisheries Product Quality Control and Supervision Agency (Badan Mutu KKP), stated that the entire certification process incurs no fees. “There are no charges whatsoever, from the submission or registration, the audit or inspection process, to obtaining the quality certificate,” Ishartini said in a statement in Jakarta on Friday. She warned that any request for payment during the certification process is not an official action by the KKP.
According to Ishartini, the agency currently provides nine free fishery product quality certification services. These include the Processing Feasibility Certificate (SKP), Hazard Analysis and Critical Control Point (HACCP), Good Fish Farming Practices (CBIB), Good Fish Hatchery Practices (CPIB), Good Fish Feed Manufacturing Practices (CPPIB), Good Fish Medicine Manufacturing Practices (CPOIB), Good Fish Medicine Distribution Practices (CDOIB), and the Fish Distribution Implementation Certificate (SPDI), as well as Good Fish Handling Practices on Board Vessels (CPIB kapal).
She explained that the free service policy is part of the government’s commitment to creating a healthy business climate and making it easier for businesses to develop their operations from upstream to downstream. While the certifications are free, the services can be accessed online, and the agency has established clear service level agreements (SLAs). For example, the Processing Feasibility Certificate (SKP) is targeted for issuance within seven days of document completion, while HACCP and other quality certifications are targeted within ten days.
However, Ishartini noted that businesses must first fulfil basic licensing requirements before applying for certification. These include Marine Space Utilisation Activity Conformity (KKPRL), environmental approval, Building Approval (PBG), Certificate of Fitness for Function (SLF), and standard certificates. “If these basic permits are not met, the application will be automatically rejected in the OSS system,” she stated.
