JAKARTA - The Ministry of Manpower (Kemnaker) has opened registration for the 2026 Beginner Independent Worker (TKM Pemula) assistance programme until 17 May 2026. This programme is designed to encourage the emergence of new entrepreneurs while expanding employment opportunities in various regions.

Acting Director General of the Directorate of Placement Development for Workers and Expansion of Employment Opportunities (Binapenta and PKK) at Kemnaker, Estiarty Haryani, stated that the TKM Pemula programme is intended to help the public build productive and sustainable independent businesses.

“The TKM Pemula programme is one of the government’s concrete steps in encouraging the growth of new entrepreneurs and opening up broader employment opportunities for the public,” said Estiarty in her statement on Thursday (14/5/2026).

Registration is conducted online through the SIAPkerja and Bizhub platforms. The public who meet the requirements are urged to promptly complete their documents and create a SIAPkerja account before the registration period ends.

Kemnaker has set several requirements for prospective recipients of the 2026 TKM Pemula assistance. Participants must be Indonesian citizens (WNI) residing in Indonesia and aged 18-64 years.

Prospective recipients must also possess an ID card or e-ID card. Within one family card (KK), assistance can only be received by one family member.

Additionally, participants must not be pursuing education equivalent to high school/vocational high school or equivalent, must not be civil servants (ASN), members of the TNI or Polri, or ASN pensioners.

Kemnaker ensures that assistance is only given to participants who have never received TKM Pemula or Advanced TKM assistance from Kemnaker and are not currently receiving assistance from the Employment Opportunities Expansion programme in the current year.

Other requirements include possessing a vocational training certificate issued by UPTP/UPTD in the vocational training field or an entrepreneurship service certificate issued by UPTP in the Employment Opportunities Expansion field.

Participants must also have a business idea or business proven by a business certificate (SKU) from the sub-district/village or business identification number (NIB), accompanied by photos of the location or business activities.

The developable business sectors include agriculture, livestock, fisheries and maritime, catering services, creative economy, goods trading, and individual services.

The entire registration and assistance application process is conducted without any fees.

After registration closes, Kemnaker will carry out several selection stages to determine the assistance recipients.

These stages include administrative selection, business substance assessment, and interviews with prospective assistance recipients.

The selection results will then be announced through the Bizhub platform.
