Ministry of Law Trials E-Voting for Regional Office Head Appointments
The trial involved employees of the East Java Regional Office of the Ministry of Law providing their choice for the candidate for regional office head on Tuesday. The trial is part of the implementation of talent management and an effort to increase transparency in filling positions within the Ministry of Law.
Ministry of Law Secretary General Nico Afinta, in a statement in Jakarta, said the use of digital technology is not only directed at public services but also at human resource management within the ministry. “The Minister of Law has launched a digital transformation programme, where the goal is to serve the public quickly, precisely, and accountably. This service is provided not only to the public, but also to our internal staff,” he said.
According to him, electronic voting is used to provide space for employees in the destination work unit to assess the qualified candidates for leadership. “The Minister said it would be good if the people who will lead are also asked for their opinion by the destination office. Let’s see if this e-voting can work,” he said.
Meanwhile, Minister of Law Supratman emphasised that the electronic voting does not replace the bureaucratic mechanism and applicable provisions for filling positions. According to Supratman, the structure, function, duties, and authority in the appointment process remain in effect even though employees are given space to participate through voting.
He said he has signed a Minister of Law decree regarding the formation of a Talent Committee at the central and regional office levels to support appointments based on qualifications and track records. Supratman said the candidates participating in the electronic voting have met the qualifications within the talent management framework and remain subject to the provisions regarding the state civil apparatus. “If this is successful, then of course we can use it as a basis that in the future this can be implemented throughout the Ministry of Law,” he said.
