Ministry of Law Harmonises Five Central Bangka Draft Regulations

Pangkalpinang (ANTARA) - The Regional Office of the Ministry of Law in the Bangka Belitung Islands has harmonised and refined the conception of five Draft Regional Head Regulations (Ranperkada) of Central Bangka Regency, in order to produce quality regional legal products to support effective local governance.

“Harmonisation is a strategic stage to safeguard the quality and legal certainty of a draft regional head regulation,” said the Head of the Bangka Belitung Law Ministry Regional Office, Johan Manurung, in Pangkalpinang on Tuesday.

He said the five Central Bangka Regency Ranperkada being harmonised were the draft regulation on the Procurement of Goods/Services by Regional Public Service Agencies in the Health Sector, and the draft regulation on the Utilisation of Revenue at the Regional Public Service Agency Technical Implementation Units of Community Health Centres.

“Every draft regional head regulation must have a clear basis of authority, be aligned with higher-level legislation, and be capable of answering the needs of governance and public services,” he said.

The Head of the Legislation and Legal Development Division, Rahmat Feri Pontoh, said the harmonisation process was carried out by examining substantive aspects or the substance of the content, as well as the technical aspects of drafting legislation.

“The deliberation refers to the provisions and drafting techniques as set out in Annex II of Law Number 12 of 2011 concerning the Formation of Legislation and its amendments,” he said.

The Assistant I for Governance and People’s Welfare of Central Bangka Regency, M. Anas Maruf, expressed appreciation to the Bangka Belitung Law Ministry Regional Office for facilitating the harmonisation process.

“We hope the results of the deliberation will ensure that each Ranperkada does not conflict with higher regulations and can be implemented in accordance with regional needs,” he said.
