Ministry of Law and Human Rights Outlines Stages of Revision to the Law on Human Rights Following Public Consultation

Bandung, Kompas.com - The Ministry of Law and Human Rights (KemenHAM) has disclosed the next stages for revising Law No. 39 of 1999 on Human Rights (UU HAM) after the public consultation. After that, the process will enter the harmonisation stage with the Ministry of Law. “Currently, the public consultation is underway. Then we will move to harmonisation. We will hand it over to the Ministry of Law to carry out harmonisation,” said the Secretary-General of the Ministry of HAM, Novita Ilmaris, when met in Bandung, West Java, on Friday (22 May 2026). Novita added that the public consultation is also conducted with the involvement of various parties. In the harmonisation process, he continued, the ministries and related agencies will be invited again to provide input on the substance of the draft law. “From the alignment of the academic draft, the next process will follow,” she said. However, Novita did not elaborate on the next steps facing the HAM Bill. Earlier reported, the Ministry of HAM held the public consultation on the revision of the HAM Law for the first time with civil society in Yogyakarta, on Tuesday (19 May 2026). She said the revision is not being conducted behind closed doors because the public is the party that will directly feel the impact of the rules. “Because it is the public who will gain benefits or be affected by the enactment of the Human Rights law,” Mugiyanto said in a statement quoted on Wednesday (20 May 2026). Mugiyanto targets that the revision of the HAM Law will be included in the Prolegnas (National Legislation Programme) in the DPR RI in 2026.
