Jakarta (ANTARA) - The Ministry of Immigration and Community Affairs (Kemenimipas) has assured that public services will continue to operate fully during the work-from-home (WFH) policy implemented every Friday, effective from 1 April 2026.

“The implementation of WFH by civil servants (ASN) performing management support tasks and/or administrative duties, while still considering workload, staff proportions, and without disrupting the operational smoothness of work units,” stated Minister of Immigration and Community Affairs Agus Andrianto in a circular letter distributed in a press release received in Jakarta on Friday.

The WFH policy within Kemenimipas is outlined in the Minister of Immigration and Community Affairs Circular Letter Number 2 of 2026 concerning the Implementation of Official Duties for ASN Employees through the Application of WFH to Support the Acceleration of Governance Transformation in Public Service Management within Kemenimipas.

Based on the circular letter, the implementation of official duties for Kemenimipas ASN is regulated through a combination of two work patterns, namely work from office (WFO) for four working days (Monday-Thursday), and WFH on Friday.

The circular letter explains that the WFH policy only applies to ASN performing management support functions and administrative tasks.

ASN assigned to immigration and community affairs services that are operational in nature, involving inspections, security, and supervision, will continue to carry out their official duties in the office (WFO) as usual.

It is also stated that ASN implementing WFH are required to conduct online attendance checks via the Star-ASN application, report their duty locations, and ensure they can be contacted during working hours.

Work unit leaders are responsible for monitoring performance target achievements and ensuring open online communication channels for consultation and complaints.

“In the event that evidence of disciplinary violations by employees against this circular is found, disciplinary enforcement will be carried out in accordance with applicable laws and regulations,” stated Minister Agus.

Additionally, the policy regulates energy and resource efficiency measures, including a 50% reduction in domestic official travel and 70% in overseas travel, a maximum 50% restriction on the use of official vehicles, and the optimisation of meetings and activities conducted virtually.

The policy also encourages the utilisation of integrated digital technology and information systems at the national level in carrying out official duties, as well as prioritising public transportation for official tasks.

It is further conveyed that the Minister of Immigration and Community Affairs circular is a follow-up to the Circular Letter of the Minister of State Apparatus Empowerment and Bureaucratic Reform Number 3 of 2026 concerning the Implementation of Official Duties for ASN Employees in Government Agencies to Support the Acceleration of Governance Transformation in Public Administration.

These adjustments are aimed at realising more efficient, effective, adaptive, flexible, responsive, and digitally-based official duties to enhance productivity, performance, and the sustainable quality of public services.

These adjustments also support policies for more prudent and effective energy management and utilisation to ensure long-term oriented environmental protection and management.
