Ministry of Human Rights Partners with Regional Governments to Intensify Human Rights Index Programme
The Ministry of Human Rights (Kemenham), through the Directorate General of Human Rights Services and Compliance, is continuing to strengthen the implementation of its human rights programmes. This is part of a national priority aimed at realising respect, protection, fulfilment, enforcement, and advancement of human rights in Indonesia.
The three main programmes under focus are the National Action Plan on Human Rights (RANHAM), the Human Rights Compliance Assessment for Government Institutions, and the Human Rights Index (Indeks HAM). Of these three, RANHAM and the Human Rights Index have been designated as National Priority Programmes.
Led by the Director General of Human Rights Services and Compliance, Munafrizal Manan, the ministry conducted a socialisation of the human rights programmes for the Provincial Government of South Kalimantan, the Banjar Regency Government, and the Kotabaru City Government. The activity aimed to strengthen synergy between the central and regional governments in mainstreaming human rights values within governance and development.
Director General Munafrizal explained that the implementation of the programmes under his directorate requires synergy and support from regional governments. Specifically, the three main programmes were the focus of the audience session: RANHAM, the Human Rights Compliance Assessment for Government Institutions, and the Human Rights Index.
"Two of them, namely RANHAM and the Human Rights Index, are National Priority Programmes. Therefore, the active role of regional governments is crucial in determining the success of implementing these programmes," said Munafrizal in a press release in Jakarta, Friday (12/6/2026).
