Ministry of Housing and Settlements Strengthens Governance to Accelerate 3 Million Houses Programme
The Ministry of Housing and Settlements (PKP) is strengthening its governance and risk mitigation to accelerate the implementation of the 3 Million Houses Programme.
Minister of PKP Maruarar Sirait (Ara) emphasised that transparency must become a core work culture within the Ministry. He stated that information regarding programme implementation must be reported accurately so that leadership can make decisions based on the actual situation on the ground.
“I want the Housing and Settlement Provision Implementation Agency (BP3KP) to work securely. We must build a culture of ‘speaking the truth, not just what sounds pleasant’ within the Ministry of PKP,” Ara stated in a briefing in Jakarta on Monday.
He noted that security and certainty in executing programmes are vital. Therefore, before policies and programmes are implemented, the Ministry of PKP must ensure that all processes have been consulted and aligned with relevant institutions, including the Audit Board of Indonesia (BPK), the Financial and Development Supervisory Agency (BPKP), and the Attorney General’s Office, ensuring the programme has a clear governance foundation.
Ara also stressed the importance of leadership courage in making decisions while remaining accountable for the policies established. Such leadership must go hand-in-hand with integrity, compliance with regulations, and the courage to report the true state of affairs.
“I want to protect you all so that you can work safely, but if there are any legal violations, I will still enforce the law correctly. I am the Minister of Housing, and I am proud of you because you do this not for money, but for the interests of the Indonesian people,” he said.
He further reminded all staff to adopt integrity, trust, and utility as their primary working values. Every housing programme implemented must provide tangible benefits to the community, particularly for low-income groups and those in need of decent housing.
“Employees of the Ministry of PKP must work with heart and professionalism, supporting and reminding one another in their service to the common people. I believe God will reward all your kindness,” he added.
Furthermore, Ara encouraged all ranks of the BP3KP to work with the spirit of delivering the best results and creating history through real contributions to national housing development. Good performance, achieved targets, and the execution of clean, corruption-free programmes will be essential components of career development within the Ministry.
“Good work must be appreciated. For those who achieve high performance, meet their targets, and maintain corruption-free execution, we will certainly provide recognition,” he said.
The Ministry of PKP emphasised the importance of strengthening internal controls and corruption prevention at every stage of programme implementation. Heads of Agencies and Heads of Working Units (Kasatker) have been tasked to act as primary controllers in their respective regions, directly monitoring progress, potential obstacles, and risks that could hinder target achievement.
The Inspector General of the Ministry of PKP, Heri Jerman, reaffirmed the importance of data and information transparency in programme implementation. Every stage of work must be clearly monitorable so that potential delays or issues can be identified and addressed immediately.
“Heads of Agencies and Working Units must act as primary controllers and be directly aware of any obstacles occurring. There must be no data manipulation. Every stage of work must have a clear system and timeline so that any unexecuted stages can be identified and promptly followed up,” said Herlo.
