Ministry of Home Affairs urges ministries and agencies to complete disaster recovery budget documentation

Ministry of Home Affairs (Kemendagri) Secretary-General Tomsi Tohir has urged relevant ministries and agencies to expedite the completion of administrative documentation for disaster recovery budget disbursement in Sumatra. ‘Please promptly fulfil the documentation requirements, proceed with activities, and prepare for the upcoming rainy season,’ Tomsi stated in Jakarta on Friday. The required documents include information system data, Work Plans (KAK), Detailed Budget Estimates (RAB), and other supporting documents. Tomsi explained that during the rainy season, several shallow rivers can no longer adequately accommodate rainfall, and delays in administrative procedures and programme implementation could exacerbate the situation. ‘This September, the rivers are already shallow. Some have become flat like football fields. When it rains, the water will spread everywhere, causing greater losses as happened last year,’ he added. Tomsi emphasised the importance of coordinated funding for accelerating Sumatra’s post-disaster rehabilitation and reconstruction in 2026. Ministries and agencies are also required to complete administrative documentation for budget revision requests through the transfer mechanism from the State Treasury Budget Section (BA BUN) to Ministry/Agency Budget Sections (BA K/L), as stipulated in Minister of Finance Regulation No. 107 of 2024 on Budget Planning, Execution, Accounting, and Financial Reporting. ‘With these documents, we have communicated with the Director General of Budget that the funds are available and will be disbursed promptly once all documentation is complete,’ Tomsi said. Should any obstacles arise in the budget revision process, ministries and agencies may coordinate with the Sumatra Disaster Recovery Task Force (Satgas PRR) for guidance and follow-up. ‘We urgently need speed—once the budget and documentation are finalised, we will immediately execute the programmes,’ he concluded.
