Director General of Population and Civil Registration (Dukcapil) at the Ministry of Home Affairs, Teguh Setyabudi, has stated that the 2026-2027 work plan must not merely become an annual routine. Teguh said he wants the period to serve as the foundation of a digital work legacy that delivers real impact for the public.

Teguh made the remarks during a Programme and Budget Planning Meeting held virtually on Thursday (19 February 2026). He said that for 2026, a number of indicators have been set, ranging from a Population Administration Service Quality Index of 77 to 275 regencies and cities achieving the ‘Very Good’ category.

“The activation of the Digital Population Identity (IKD) is targeted to reach 20 per cent of mandatory ID card holders, accompanied by the issuance of hundreds of thousands of population documents and the strengthening of the Indonesia Population Administration Awareness Movement (GISA) in 15 regions,” Teguh said in a statement on Friday (20 February).

Additionally, Teguh highlighted the strengthening of infrastructure as the backbone of digital transformation. This includes the construction of a Tier 3 Data Centre at the IPDN Campus on Jalan Ampera, Jakarta, the provision of 22 million electronic ID card blanks, 2 million ABIS licences, and the implementation of ISO 27001 security standards at both central and regional levels.

“The strengthening of ICT facilities, including through foreign loan financing support, is directed at ensuring data security, cross-sector integration, and equitable service delivery to remote, border, and underdeveloped (3T) regions,” he explained.

Teguh also stressed the importance of effectiveness, efficiency, and accountability from the planning stage in the preparation of the 2027 fiscal year budget. He said every proposed activity must be accompanied by clear terms of reference and cost estimates.

“It is not just about the budget, but about how every programme truly addresses the needs of the public and becomes a proud work legacy — not only for Dukcapil, but for the nation,” Teguh concluded.
