Ministry of Home Affairs supports PII initiative to measure Government Engineering Index
Jakarta — The Ministry of Home Affairs (Kemendagri) has endorsed an initiative by the Indonesian Engineers’ Association (Persatuan Insinyur Indonesia, PII) to measure the Government Engineering Index for 2026.
Deputy Minister of Home Affairs Bima Arya Sugiarto viewed the index measurement as part of advancing regional development. “This is welcome and important news because in the development undertaken by regional governments, there are three key matters we note: planning, work quality, and sustainability,” Bima said when meeting with PII Chairman Ilham Akbar Habibie and several PII central board members.
He further noted that the index measurement was valuable given that many development projects fail due to inadequate planning. “Often poor quality results because heads of regional apparatus organisations lack adequate understanding. Few service chiefs are engineers, and when they are, their leadership is sometimes still insufficient,” he said.
The support provided by Kemendagri will take the form of necessary regulations and socialisation efforts with regional heads.
Ilham Habibie explained that the Government Engineering Index measures the level of compliance of regional governments in fostering and implementing engineering practices in regional development. According to him, the measurement fulfils the mandate of Law Number 11 of 2014 concerning Engineering.
Handoko, head of the PII’s ad hoc committee on the Engineering Index, explained that the Government Engineering Index measurement will eventually be conducted with all regional governments, both provincial and district/city administrations.
“The measured aspects include the implementation of engineering standards in development governance, ranging from institutional aspects, human resources, project implementation, to sustainable impact,” he said.
According to the plan, the index measurement will begin with socialisation to all regional governments, facilitated by Kemendagri. This will be followed by an assessment process conducted by regional assessors, and then by a PII team to obtain the Engineering Index for each regional government.
Secretary General of PII Teguh Haryono added that regional governments with positive index results will receive awards in August 2026. “The Government Engineering Index awards will be presented on 10 August 2026, coinciding with the commemoration of Indonesia’s National Technology Awakening Day (Hakteknas) 2026,” he said.
