Ministry of Home Affairs Pushes for Draft Regional Regulations to Ban Tribal Wars in the Papuan Highlands

The Ministry of Home Affairs (Kemendagri) is pushing for draft special regional regulations (Raperdasus) and draft provincial regional regulations (Raperdasi) to ban tribal wars in the Papua Pegunungan region.

Deputy Minister of Home Affairs (Wamendagri) Ribka Haluk stated in Wamena on Sunday that preventing tribal wars in the Papua Pegunungan region requires more than just discussion; it must be formalized through Raperdasus and Raperdasi.

“We need regulations to ensure that incidents like the recent tribal wars do not repeat. Therefore, legally binding rules such as Raperdasus and Raperdasi are necessary,” she said.

“These Raperdasus and Raperdasi must be created by the MRP (Papuan People’s Assembly), as the institution responsible for culture, tradition, and the customs of the Papuan people in general and specifically the Papua Pegunungan community,” she added.

She explained that the Ministry of Home Affairs will provide support in drafting the Raperdasus and Raperdasi by the MRP of Papua Pegunungan.

“We cannot provide assistance if the MRP has not taken the initiative to create them. Therefore, we encourage the MRP of Papua Pegunungan to immediately draft the Raperdasus and Raperdasi so that tribal wars do not happen again,” she said.

“We hope that the leaders and members of the MRP will soon establish the legal basis for the Raperdasus and Raperdasi, so that when there are problems between tribes, positive law can be applied, instead of customary law, and this will allow security forces to intervene in resolving these issues,” she said.

Wamendagri Ribka Haluk and Governor of Papua Pegunungan John Tabo led a follow-up coordination meeting on handling the aftermath of tribal wars in Wamena, Jayawijaya Regency, Papua Pegunungan.
