Ministry of Home Affairs Emphasises Integration of Central and Regional Policies
Jakarta (ANTARA) - The Ministry of Home Affairs (Kemendagri) has emphasised the importance of integrating policies between the central government and regions in preparing the 2027 Regional Government Work Plan (RKPD).
This was conveyed by the Head of the Domestic Policy Strategy Agency (BSKDN), Yusharto Huntoyungo, in his remarks representing the Minister of Home Affairs (Mendagri) Muhammad Tito Karnavian at the Musyawarah Perencanaan Pembangunan (Musrenbang) forum for the DIY Provincial RKPD for the 2027 Fiscal Year.
“It is crucial for us to ensure pure alignment between the Regional Development Plan and the National Development Plan. In this regard, Astacita must truly embody DIY’s vision for the future,” said Yusharto in his statement in Jakarta on Thursday.
Yusharto stated that the forum represents a strategic stage in the regional development planning process, serving as a venue for sharpening, aligning, and clarifying programmes, activities, and sub-activities to be established in the RKPD up to the preparation of the 2027 Regional Budget (APBD).
He emphasised that the preparation of regional planning documents must form an inseparable unity with the national development planning system.
Therefore, the integration of central and regional policies is the key to ensuring development proceeds effectively, directionally, and delivers tangible impacts for society.
Furthermore, Yusharto conveyed two main principles that regional governments must prioritise in preparing the 2027 RKPD: synchronisation and consistency.
Synchronisation requires regional planning to align with national policy directions. Meanwhile, consistency demands that every planned programme has a direct linkage to budgeting.
Kemendagri also stressed the importance of interconnections among planning documents, from the Long-Term Regional Development Plan (RPJPD), Medium-Term Regional Development Plan (RPJMD), to the RKPD.
Every development target and objective must be interconnected and consistent to ensure optimal development achievements.
In the national context, the theme of the 2027 Government Work Plan (RKP), which focuses on accelerating quality growth through increased productivity, investment, and industry, must be translated concretely into the theme of DIY’s 2027 RKPD, namely inclusive and sustainable economic growth.
In line with this, various strategic regional issues such as strengthening the economy, digital transformation, improving human resource quality, and environmental resilience must be formulated in an integrated manner within regional development policies.
These efforts include strengthening leading sectors such as tourism and SMEs, accelerating infrastructure development, and enhancing linkages between education and the workforce.
Yusharto also reminded that all regional policies must be in a straight line with national policies, including the implementation of National Strategic Programmes (PSN).
Regional governments are urged to ensure that every planned programme, activity, and sub-activity is aligned and directly contributes to achieving national targets.
“The determination of programmes, activities, and sub-activities in the regions must be in line or aligned with mandatory central policies. The outcomes of the Rakortekrenbang agreements, from national strategic programmes to government directives, must not merely become documents but must be executed concretely by the regions,” he stated.
In addition, the implementation of the RKPD Musrenbang is expected to be inclusive, involving all stakeholders, including vulnerable community groups. Active public participation is a key factor in producing transparent, responsive, and on-target development planning.
Finally, Yusharto encouraged the DIY Provincial Government to optimise the RKPD Musrenbang forum to produce high-quality, innovative planning oriented towards results.
“Finally, ensure that all substantive elements of the 2027 RKPD are aligned with the 2022-2027 RPJMD and dynamic towards national policies to guarantee synchronisation and continuity of central and regional development,” he said.
