Ministry of Higher Education, Science, and Technology Strengthens Task Force to Combat Campus Violence

The Ministry of Higher Education, Science, and Technology (Kemdiktisaintek) is expanding the mandate of its task force, which previously focused on sexual violence, into the Prevention and Handling of Violence in Higher Education (PPKPT) starting in 2025 to encompass various forms of violence.

“In 2025, there will be a provision requiring every higher education institution to establish a PPKPT, whereas previously it was only PPKS (Prevention and Handling of Sexual Violence). Therefore, in 20

25, it is being changed to cover general violence, as bullying that does not fall within a sexual context will also be included under these provisions,” stated the Minister of Higher Education, Science, and Technology, Brian Yuliarto, during a working meeting with Commission X of the Indonesian Parliament in Jakarta on Tuesday.

The Minister noted that all State Universities (PTN) have already established PPKPT task forces. However, for Private Universities (PTS), not all campuses have one, as some institutions lack the necessary scale to maintain an independent task force. “We have stated that if campuses are too small to adequately form a PPKPT task force, neighbouring campuses can assist in handling or processing reports of violence within those institutions,” added the Minister.

According to Kemdiktisaintek surveys, over 80 per cent of the campus community is aware of the PPKPT task force’s existence, and approximately 75 per cent are aware of the specific reporting channels. This high level of awareness is reflected in the significant number of reports received. In 2025, the PPKPT task force received 1,911 complaints, with 739 cases resolved, 809 still in progress, and 284 cases referred to ethics committees due to violations falling outside the scope of violence.

Furthermore, through the Ministry’s Inspectorate General (Itjen), a special reporting channel has been opened to take over specific cases to ensure objective handling. The Minister mentioned that the Inspectorate General has handled six cases involving university leadership, consisting of one case of physical violence and five cases of sexual violence, with four victims being lecturers. Additionally, the Inspectorate General is processing 16 appeals against university decisions, 15 of which were filed by students as victims.

To ensure the complete resolution of cases, Minister Brian Yuliarto ensured that the Ministry continues to strengthen cross-sector collaboration with the Ministry of Women’s Empowerment and Child Protection (PPPA) to guarantee the acceleration of legal processes and trauma recovery for victims.
