The Ministry of Higher Education, Science and Technology (Kemdiktisaintek) has regulated the registration mechanism for Clinical Teaching Doctors (Dokdiknis) as permanent lecturers through Ministerial Regulation No. 52 of 2025.

Through the new regulation clarified in Kepmendiktisaintek No. 39/M/KEP/2026, permanent lecturers must work full-time, meet a minimum workload of 12 Semester Credit Units (SKS), and fulfil the Tri Dharma of Higher Education to support their academic career progression to professorship.

Director of Human Resources Sri Suning Kusumawardani stated in Jakarta on Sunday that socialising this policy is crucial for stakeholders to understand the procedures for managing clinical doctors’ careers.

“The aim of this socialisation is to align perceptions in implementing the policy of registering clinical teaching doctors as permanent lecturers and to enhance the quality of professional and career development services for lecturers nationwide, particularly for clinical teaching doctors,” she said.

In implementation, Kemdiktisaintek has prepared data registration via the Integrated Resource Information System (Sister), which covers new lecturer registrations and changes from non-permanent to permanent status.

“Not all clinical teaching doctors are directed to become permanent lecturers; it depends on the needs and assignments of higher education institutions and applicable regulations,” Sri Suning added.

The regulation will be implemented gradually, starting with the transition of non-permanent to permanent lecturers before the new lecturer registration phase officially takes effect on 8 June 2026.

Kemdiktisaintek recorded 1,966 active clinical teaching doctors in Sister. Of these, 1,603 (81.5%) are in State Universities (PTN), 333 (16.9%) in Private Universities (PTS), and 30 (1.5%) in Religious Higher Education Institutions. Additionally, 708 lecturers (36%) hold lecturer certification.
