Ministry of Hajj and Umrah Proposes 2027 Hajj Cost of Rp 107 Million, Pilgrims to Pay Rp 42 Million
The Ministry of Hajj and Umrah (Kemenhaj) has proposed that the cost of organising the Hajj pilgrimage (BPIH) for the 1448 Hijriah/2027 season be increased to Rp 107 million. However, the Hajj travel cost (Bipih) to be paid by each pilgrim is set at Rp 42 million.
This was proposed by Minister of Hajj Mochamad Irfan Yusuf during a working meeting with Commission VIII of the House of Representatives (DPR RI) on Wednesday (19/8/2026). Irfan stated that the amount paid by pilgrims accounts for 40 per cent of the total BPIH cost.
“For the year 1448 Hijriah or 2027 AD, the government proposes an average BPIH per pilgrim of Rp 107,304,172.02, with a Bipih composition of Rp 42,936,068.81, or 40 per cent,” Irfan said during the meeting.
The remaining 60 per cent, approximately Rp 64 million, will be covered by the benefit value of the Hajj fund. However, this proposal will be discussed further with the relevant working committee on the BPIH.
“The benefit value amounts to Rp 64,404,103.21, or 60 per cent,” he said.
The Bipih of Rp 42 million will be used for flight costs and accommodation in Makkah, Saudi Arabia. Meanwhile, the benefit value of Rp 64 million will be used for other purposes such as catering services and living expenses.
“(Bipih) consists of flight cost components from embarkation to Saudi Arabia, Makkah accommodation, totalling Rp 42,936,068.81,” Irfan said.
“(The benefit value fund) consists of accommodation services, catering services, transportation services, services in Arafah, Muzdalifah and Mina, protection, services at embarkation or debarkation, travel documents, Hajj pilgrim equipment, living expenses, pilgrim guidance in the homeland and in Saudi Arabia, general services domestically and in Saudi Arabia, and BPIH management,” he added.
Irfan explained that the increase in BPIH costs is influenced by several factors. One of them is the conflict in the Middle East, which has caused global oil prices and the US dollar to rise.
“The geopolitical situation in the Middle East. Global geopolitical dynamics greatly affect the organisation of the Hajj pilgrimage, with impacts on rising world oil prices including aviation fuel and exchange rate volatility,” he said.
Irfan stated that flight costs are proposed to increase to Rp 40.5 million per pilgrim. There is also an improvement in services in Saudi Arabia that necessitates the BPIH increase.
“Contracted airlines have proposed additional aviation fuel costs for transporting Hajj pilgrims. Therefore, we propose an increase in flight costs from the previous Rp 32,912,885 to Rp 40,529,919, which is the result of rising aviation fuel prices and the weakening of the rupiah against the US dollar,” he said.
Meanwhile, the BPIH for special Hajj is set at Rp 8 billion. This amount comes from several funding sources.
“Sourced from the benefit value fund or optimisation of initial deposit funds and full payment deposits of special Hajj pilgrims amounting to Rp 8,389,109,000, consisting of pilgrim equipment components, travel documents, domestic pilgrim guidance, and general services,” he added.
